UNIT DESCRIPTION
Cyber Policy is primarily responsible for Cyber Division interactions with the National Security Council (NSC), the Office of the National Cyber Director (ONCD), internal and interagency policy offices, and Congress. The team develops the FBI's cyber policy positions, maintains institutional memory on cyber policy deliberations, manages relationships with external cyber policy counterparts, and ensures authoritative FBI representation in internal, departmental, interagency, national, and international cyber policy fora
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee
  • Must be able to obtain an SCI clearance
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
MAJOR DUTIES
GS-13:
  • Develop and coordinate national-level and internal plans and policies while collaborating with various internal and external partners.
  • Provide advice and recommendations to senior managers on sensitive national plans, policies, strategies and doctrine.
  • Formulate strategies for executives, compile data and identify and analyze potential impact of proposed policy changes.
  • Research existing policies, evaluate policy needs, and negotiate policy changes across the organization and amongst Unite States Government partners, when needed.
  • Monitor and report on project progress pertaining to ongoing policy initiatives to Bureau executives and interagency partners.
  • Lead internal policy changes through various working groups, provide internal policy recommendations to executive leadership, and involve CED on organizational policy changes.
GS-14: In addition to the above the selectee will:
  • Provide expert advice and recommendations to senior managers on sensitive national plans, policies, strategies and doctrines.
  • Mentor lower-level employees.

Specialized Experience (SE):
GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:
  • Utilizing research and analytical techniques to evaluate proposed policy changes and determine the impact of those changes.
  • Analyzing pending legislation to determine its impact on Bureau policy.
  • Utilizing negotiation techniques to persuade others to accept and implement recommendations for policy changes.
  • Manipulating automated systems to document information and report findings.
GS-14:
In addition to the above, the selectee will be:
  • Advising and consulting on policy issues and matters.
  • Applying applicable laws, policies, regulations and directives to develop policy initiatives.

  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.
