Civil Designer II or III (Entitlements Specialist)
Job Type: Full-Time, Onsite
Location: Las Vegas, NV
Schedule: Monday through Thursday, 7:00 a.m. to 5:00 p.m. and Fridays 8:00 a.m. to 12:00 p.m.
Travel: Occasional travel would be required to meetings or job sites.

Position Overview
As a Designer II or III Specializing in Entitlements, you will play a key role in the preparation of entitlement applications and exhibits that support civil land development projects throughout the Las Vegas Valley. This position is ideal for a civil designer with strong site planning experience who is interested in specializing in land use entitlements, municipal processes, and project approvals. Over time, this role offers the opportunity to develop into representing projects before planning commissions, city councils, and other public agencies.
Responsibilities include preparing entitlement exhibits, site plans, tentative maps, waiver and variance exhibits, and other application materials required by local jurisdictions. You will assist in evaluating project feasibility through due diligence, researching zoning and development codes, coordinating with internal engineering and survey teams, and working with planning staff and outside agencies throughout the entitlement process.
Applicants should have experience with civil land development design and be able to read and understand civil engineering plan sets. A strong understanding of site planning, zoning regulations, municipal development standards, underground utilities, topography, and plan production is required. Experience preparing entitlement documents within one or more Las Vegas Valley jurisdictions-including the City of Las Vegas, Clark County, Henderson, North Las Vegas, Boulder City, or related agencies-is highly desirable.
Proficiency with AutoCAD Civil 3D is expected. Familiarity with local entitlement processes, including tentative maps, site development plans, design reviews, waivers, variances, use permits, and related applications, is preferred.

Essential Responsibilities:
  • Prepare entitlement exhibits and site planning documents, including site plans, tentative maps, waiver exhibits, variance exhibits, and other land use exhibits for civil land development projects.
  • Perform project due diligence by researching zoning, land use, municipal development codes, title information, easements, utility constraints, and applicable jurisdictional requirements.
  • Develop site layouts that balance client objectives with engineering constraints, zoning regulations, and municipal development standards.
  • Coordinate with Project Managers, Civil Engineers, Surveyors, Landscape Architects, Traffic Engineers, architects, and other consultants throughout the planning and entitlement process.
  • Prepare and revise AutoCAD Civil 3D drawings and presentation-quality exhibits supporting entitlement submittals and public meetings.
  • Review agency comments and coordinate revisions to entitlement exhibits and related planning documents.
  • Participate in meetings with clients, municipal staff, regulatory agencies, and project teams to discuss project planning, entitlement strategy, and development requirements.
  • Research and interpret local zoning ordinances, development codes, master plans, and jurisdictional policies to support project planning and entitlement recommendations.
  • Perform quality control reviews of entitlement exhibits and planning documents prior to project submittals.
  • Identify potential zoning conflicts, entitlement risks, and development constraints early in the planning process and communicate recommendations to the project team.
  • Build and maintain professional working relationships with municipal planning staff and regulatory agencies throughout the Las Vegas Valley.
  • Develop expertise in local entitlement procedures, planning regulations, and public hearing processes, with the goal of representing projects before Planning Commissions, City Councils, and other public hearing bodies.
  • Maintain organized project documentation and assist with meeting project schedules and entitlement milestones.
  • Perform other duties as assigned in support of the firm's land development and entitlement services.

Qualifications:
  • Bachelor's or Master's degree in Civil Engineering (Additional related work experience can be substituted for a degree).
  • 4-6 years of design experience utilizing Civil 3D or other similar computer aided drafting software.
  • Software proficiency in Microsoft Word, Excel, Adobe and other basic computer programs.
  • Ability to transfer notes, redlines or verbal explanation onto a drawing generated in AutoCAD.
  • Excellent writing/editing, research, communication, critical thinking, and presentation skills.
  • Understanding of engineering plans, maps and records.
  • Experience with local Las Vegas Valley governing agency requirements and standards for plan preparation and development.
