Background: The United States Department of Homeland Security (DHS) is committed to using cutting-edge science and technology in its quest to make the U.S. more secure. The DHS Science and Technology Directorate (S&T) is tasked with organizing and supporting the scientific, engineering, and technological resources of the United States and applying these resources to produce and deploy technological tools to help protect the homeland. The Communications and Outreach Division (COD) supports this effort by sharing information about S&T's research and development activities on behalf of the DHS components and homeland security practitioners across industry, academia, and all levels of Government. Through targeted outreach campaigns such as exhibits/conference coordination, speaking engagements, press releases, media interviews, digital and social media, writing feature articles, scriptwriting, video production, and management of S&T's website, COD provides a window into S&T's research initiatives, technological advancements, and funding opportunities. The Communications Division of the Department of Homeland Security Science and Technology Directorate (DHS S&T) supports its mission by translating complex research, development, testing, evaluation, and technology transition activities into clear, accessible, and impactful communications products for diverse stakeholder audiences. The Public Relations SME increases mission awareness through senior-level media relations, stakeholder engagement, and outreach support.

Key Responsibilities
The Graphic Designer SME provides visual communications, branding, and multimedia support for a Communications and Outreach program supporting executive leadership, stakeholder engagement, workforce communications, mission awareness, and strategic outreach initiatives. This role develops high-quality visual communications products that translate complex technical, operational, scientific, and organizational information into compelling, audience-focused content. The Graphic Designer collaborates with writers, editors, web content managers, communications personnel, and subject matter experts to create integrated communications products that support organizational objectives and stakeholder engagement.
Visual Communications & Design
- Design and produce visual communications products including:
- Executive briefings and presentations
- Infographics and data visualizations
- Reports and publications
- Fact sheets and newsletters
- Event and conference materials
- Branding and identity products
- Web and social media graphics
- Posters, signage, and outreach collateral
- Develop visual concepts, layouts, illustrations, diagrams, maps, icons, and branding elements that support strategic communications objectives.
- Translate complex technical, scientific, research, and operational information into visually engaging products for technical and non-technical audiences.
Branding & Strategic Communications Support
- Support organizational branding, visual identity, and communications standards across print, digital, and multimedia products.
- Develop and maintain templates, style guides, graphics libraries, and visual assets.
- Collaborate with communications personnel and leadership stakeholders to ensure visual products align with messaging and outreach objectives.
Multimedia & Digital Content
- Create digital content and visual assets for websites, newsletters, SharePoint sites, social media, and communications campaigns.
- Develop motion graphics, presentation animations, video graphics, and multimedia products supporting outreach and stakeholder engagement initiatives.
- Support photography selection, image editing, multimedia asset preparation, and digital publishing activities.
Communications & Event Support
- Support conferences, demonstrations, exhibits, outreach events, leadership engagements, and awareness campaigns through development of visual materials and event graphics.
- Coordinate with communications teams, technical SMEs, and stakeholders to support integrated communications efforts and rapid-turn requirements.
- Maintain organized graphic asset repositories, project files, and visual content libraries.
Required Qualifications
- Demonstrated experience supporting visual communications, graphic design, branding, multimedia production, or visual information services in Federal Government or enterprise environments.
- Experience developing executive presentations, publications, newsletters, infographics, exhibits, and stakeholder-facing communications products.
- Strong proficiency in:
- Adobe Creative Suite (Photoshop, Illustrator, InDesign, Acrobat)
- PowerPoint
- Motion graphics and multimedia tools
- Digital asset management platforms
- Experience translating complex information into clear, visually compelling communications products.
- Strong collaboration, communication, and stakeholder engagement skills.
Desired Qualifications
- Experience supporting Federal Government communications, public affairs, strategic communications, science and technology, research, defense, or homeland security organizations.
- Experience supporting branding initiatives, strategic communications campaigns, executive communications, and workforce engagement efforts.
- Familiarity with SharePoint, web publishing environments, digital communications platforms, and Section 508-aware design practices.
- Experience supporting photography, video production, exhibits, events, and multimedia storytelling.
