Job Description
We have an opening for an Enterprise Cloud FinOps Lead to join the Computing organization within the Chief Information Office, part of the Director's Office. As the Enterprise Cloud FinOps Lead, you will ensure the overall success of the Enterprise Cloud FinOps implementation, including the development and adoption of technical tooling, automation, and governance capabilities. This position is in the Information Technology Solutions (ITS) Division within the Computing Directorate, in support of LivIT.
This position requires full-time on-site presence due to the nature of the work.
You will
  • Partner with finance, engineering, cloud operations, and leadership across a multidisciplinary environment to design, develop, implement, and support technical Cloud FinOps solutions and services for enterprise cloud financial management and governance.
  • Lead the development and continuous improvement of Cloud FinOps tools, automation, policies, standards, governance processes, and operating models that promote transparent, accountable, and efficient cloud usage.
  • Translate business, financial, and operational requirements into technical architectures, data models, workflows, and scalable system designs for Cloud FinOps capabilities.
  • Design, develop, and enhance cloud financial reporting, dashboards, forecasting, and allocation models; lead analysis of billing data, usage telemetry, and optimization opportunities to improve cost efficiency and operational visibility.
  • Provide advanced technical consultation to stakeholders on cost optimization, chargeback, cloud commitments, usage patterns, governance controls, and financial risk.
  • Lead complex enterprise initiatives to implement scalable Cloud FinOps services, integrated tooling, and automation frameworks across major mission and business areas.
  • Provide technical leadership including mentoring staff, coordinating with internal and external partners, and serving as subject matter expert for Cloud FinOps tools, services, and governance capabilities.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in business, finance, information systems, computer science, or a related field, or equivalent combination of education and related experience.
  • Extensive experience designing, developing, implementing, and supporting technical tools, services, and automated solutions for cloud financial operations, including scripting, programming, API integration, data pipelines, and automation frameworks for cloud cost management, usage reporting, forecasting, and governance.
  • Advanced knowledge of cloud platforms, cloud architecture, and cloud service operations, including cost drivers, pricing models, resource utilization, and performance considerations across compute, storage, and network services.
  • Experience developing technical solutions for cloud cost optimization, allocation, forecasting, chargeback, financial governance, and operational visibility using platforms such as Kion or similar tools.
  • Experience providing technical leadership in the requirements development, architecture, design, implementation, and continuous improvement of cloud FinOps tooling and services.
  • Experience analyzing complex operational and financial data to develop scalable, practical solutions that improve cloud accountability, service efficiency, and decision-making.
  • Experience collaborating with engineers, cyber security personnel, service owners, financial partners, and leadership to define technical requirements, implement cloud governance, and apply appropriate access controls and compliance requirements in regulated or secure computing environments.

Pay Range
$151,620 - $185,640 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

This position requires a Department of Energy (DOE) Q-level clearance.
