Job Summary
Under general direction, manages business analysis projects and activities between various divisions, departments and/or public agencies. Oversees project coordination, documentation, and stakeholder communication. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
  • Develops, manages, and oversees business analysis projects.
  • Oversees data analysis and reports and recommends improvements and programs based on performance metrics data.
  • Directs and implements process improvements for existing programs and implements new programs based on performance metrics analysis.
  • Prepares and delivers presentations on programs and projects.
  • Manages and oversees data collection, analysis, and interpretation of data to provide support to department leadership and strategic planning efforts.
  • Manages strategic alignment to ensure department goals and objectives are met, providing expertise and guidance to team members.
  • Assists, prepares, monitors, and evaluates the annual departmental and/or divisional budget.
  • Manages and coordinates projects between divisions within the department.
  • Coordinates meetings and workshops to facilitate effective communication and collaboration between divisions, departments, and other stakeholders.
  • Monitors project documentation, including business requirements, process flows, and meeting minutes.
  • Manages and delivers communication regarding status and timelines associated with current and planned projects with departments and/or stakeholders.
  • Identifies opportunities for improving business processes and methodologies.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements
  • Bachelor's Degree from an accredited college or university.
  • Four (4) years' experience of business or project analysis, implementation or coordination
  • One (1) year of supervisory or lead experience.
Preferred Qualifications
  • Experience leading the technical implementation, administration, and daily GIS integrations of OpenGov (Cartegraph), including system configuration, user security management, asset/work order setup, and development of data structures and outputs to support citywide infrastructure programs such as the 5-year IMP.
  • Experience coordinating cross-departmental strategy by conducting workflow-optimization meetings, managing schedules with leadership, and collaborating with division and program project managers to integrate 311/CRM and asset-related data into a unified OpenGov (Cartegraph) platform.
  • Experience providing supervisory leadership, including staff direction, constructive feedback, quality assurance reviews, and validation of project scope and asset records.
  • Experience performing data modeling and analysis for built assets and offering technical expertise in ESRI ArcGIS, geodatabases, and model scripting.
