Job Summary:

In this role, you will lead purchasing personnel in the performance and completion of project procurement commitments through bidding, evaluation, and award. You will supervise preparation of bidder lists, review bids for accuracy, and recommend bid selections. Your oversight will ensure commitments are accurately represented and that supplier performance meets requirements. #LI-RG1

Major Responsibilities:
  • Supervises assigned personnel on a small to medium sized project in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and Supply Chain Governance 
  • Reviews commercial bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority 
  • Ensures all commitments made by subordinate personnel are accurately presented and have proper global business unit approval and signing authorities, as contained in the Procurement Procedures 
  • Reviews and recommends bid selections that require higher Procurement approval authority 
  • Executes commitments within delegated signing authority 
  • Reviews prime contract between customer and Bechtel and makes recommendations to designated manager to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master Purchasing pro-forma documents 
  • Develops, monitors, and maintains project master Purchasing pro-forma documents, including legal comments to commercial terms and conditions 
  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the designated manager 
  • Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Supply Chain Governance 
  • Coordinates Purchasing operations in both the project’s control office and support offices to assure compliance with project requirements
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8 -10  years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
  • Experience with the Digital Supply Chain and capable to support construction by reviewing, assigning, and approving requisitions and field purchase orders.
  • Knowledge of suppliers in the local and national market for specific commodities essential to semiconductor fabrication and structures
  • Skilled in negotiating with suppliers on pricing, terms and conditions, and delivery requirements
  • Capable of leading and training a team of field buyers and expediters.
  • Knowledge of field expediting and experience interacting with field engineers, construction superintendents, and craft professionals
