Job description

Responsibilities
We are seeking a skilled Aviation Analyst to support the analysis, evaluation, and improvement of complex aviation technical and operational issues within the National Airspace System (NAS). The role involves conducting studies, developing recommendations, and providing guidance on methods and procedures to enhance air transportation system performance, including UAS integration, flight operations, and regulatory compliance.
The ideal candidate combines aviation operational experience with technical expertise in data analytics, web information technology, and FAA regulations, including 14 CFR Part 107 and Part 91 as they relate to UAS operations.
Key Responsibilities
  • Collaborate with team leaders and members on the analysis of complex aviation technical and operational issues.
  • Develop, analyze, and evaluate methods and techniques to improve air transportation system performance.
  • Prepare detailed draft recommendations on operational methods, procedures, and alternative strategies.
  • Apply knowledge of UAS systems, capabilities, emerging technologies, and FAA Safety Management System.
  • Analyze Part 107 waivers, UAS airspace waivers, and petitions for exemption.
  • Utilize web information technology and software tools (Adobe Suite, SharePoint, PowerPoint, advanced Excel including pivot tables, MS Access, MS Project, Visio, multimedia applications, macros, Visual Basic, etc.) to format and communicate data to Government, industry personnel, and the public.
  • Conduct data collection, data mining, and data analytics to support operational decision-making.
  • Support integration of emerging aviation technologies and regulatory guidance into operational practices and procedures.

Required Qualifications
  • Knowledge of UAS operations, FAA regulations (14 CFR Part 107 and Part 91), and airspace procedures.
  • Demonstrated experience using data analytics and web information technology tools to support operational analysis and reporting.
  • Strong analytical, research, and technical communication skills.
  • Ability to synthesize complex operational and regulatory information for government, industry, and public audiences.
  • U.S. citizen or green card permanent resident (3+ years U.S. residency)
  • Experience with FAA and the environment.

Aviation Analyst I
Education Qualifications:
Bachelor's degree in a related field and 5-8 years of direct aviation experience concerning flight operations and, as appropriate, experience as a pilot with a commercial or airline transport pilot rating.
Substitution: Bachelor's degree may be waived with 10 years of experience in performing the above duties.
Salary Range for Multiple Locations:
Irving TX, Oklahoma City OK, St. Louis MO, Reno NV, Seattle WA, and D.C: $64,620 - $100,935
Sr. Aviation Analyst II
Bachelor's degree and 12 years of direct aviation experience concerning flight operations and, as appropriate, experience as a pilot with a commercial or airline transport pilot rating.
Substitution: Bachelor's degree may be waived with 15 years of experience developing, evaluating, or managing aviation operational or training programs, or developing, implementing, and managing governmental aviation safety regulatory and oversight programs, or a combination of both.
Salary Range for Multiple Locations: Irving TX, Oklahoma City OK, St. Louis MO, Reno NV, Seattle WA, and D.C: $78,120 - $122,065
Sr. Aviation Analyst III
Master's degree in aeronautics, aeronautical engineering, electrical engineering or similar aviation related discipline and 12 years of direct aviation experience concerning flight operations and, as appropriate, experience as a pilot with a commercial or airline transport pilot rating as well as direct experience either in developing, evaluating or managing aviation industry safety policies and programs, or developing, implementing and managing governmental aviation safety regulatory and oversight policies and programs, or a combination of both.
Substitution: Master's degree may be waived with bachelor's degree and 20 years of experience in performing the above duties.
Desired: 3 years direct experience in UAS regulatory analysis is desired.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
