Job Title: Aviaition Safety Compliance Lead Job Category: Facilities Time Type: Full time Minimum Clearance Required to Start: TS/SCI Employee Type: Regular Percentage of Travel Required: Up to 25% Type of Travel: Local * * * The Opportunity: CACI is seeking an experienced Aviation Safety Compliance Lead to serve as CACI's senior aviation safety subject matter expert responsible for developing, implementing, and overseeing aviation safety programs supporting contractor-operated and contractor-supported aviation activities throughout the Indo-Pacific theater. The position ensures aviation operations are conducted in accordance with established safety management principles, Department of Defense (DoD) safety policies, industry best practices, and contractual requirements while supporting SOCPAC operational objectives . The Aviation Safety Compliance Lead provides technical leadership supporting aviation risk management, Safety Management Systems (SMS), flight operations safety, ground operations safety, mishap prevention, operational hazard identification, and continuous safety improvement. The position works collaboratively with Government leadership, commercial aviation providers, Service Components, and mission partners to promote a proactive safety culture while maintaining operational readiness across distributed and expeditionary environments. Working closely with Logistics Services, Mission Enabling personnel, aviation operators, and subcontractor partners, the Aviation Safety Compliance Lead evaluates operational risks associated with fixed-wing, rotary-wing, unmanned aircraft systems (UAS), and expeditionary aviation support activities. The position develops risk mitigation strategies that enable safe mission execution without degrading operational effectiveness. The Aviation Safety Compliance Lead supports multiple Task Delivery Orders by providing technical oversight during aviation planning, operational assessments, flight operations, contractor aviation oversight, exercises, and contingency operations. The position ensures aviation safety principles are integrated throughout mission planning, execution, sustainment, and continuous improvement activities. Responsibilities: Aviation Safety Leadership * Serve as the senior aviation safety advisor supporting aviation operations.
* Develop and maintain aviation safety programs supporting contractor-operated and contractor-supported aviation activities.
* Advise Government leadership on aviation safety risks, operational hazards, and mitigation strategies.
* Promote a proactive safety culture emphasizing hazard identification, risk reduction, and continuous improvement.
* Ensure aviation safety objectives remain aligned with operational mission requirements. Safety Management Systems (SMS) * Develop, implement, and maintain Safety Management Systems supporting aviation operations.
* Establish processes for hazard identification, safety reporting, risk analysis, and corrective action tracking.
* Monitor safety performance indicators and recommend improvements supporting operational excellence.
* Conduct safety trend analysis and identify systemic risks affecting aviation operations.
* Support continuous evaluation and enhancement of aviation safety processes. Operational Risk Management * Perform aviation operational risk assessments supporting logistics , deployment, contingency, and special mission operations.
* Evaluate risks associated with fixed-wing, rotary-wing, and unmanned aircraft operations.
* Develop mitigation strategies supporting safe mission execution in permissive, contested, and denied environments.
* Participating in mission planning to ensure aviation safety considerations are integrated into operational decisions.
* Advise leadership on acceptable levels of operational risk consistent with mission objectives . Mishap Prevention & Investigations * Develop and implement aviation mishap prevention initiatives.
* Support investigation of aviation incidents, accidents, near misses, and safety events.
* Analyze root causes and develop corrective action recommendations.
* Monitor implementation of corrective actions to reduce future operational risks.
* Prepare aviation safety reports and executive summaries supporting Government leadership. Aviation Operations Support * Support aviation logistics operations, deployment and distribution activities, and operational aviation missions.
* Coordinate aviation safety activities with commercial aviation providers, Government organizations, and subcontractor partners.
* Participate in operational exercises, contingency operations, humanitarian assistance missions, and crisis response activities.
* Evaluate operational procedures to improve aviation safety while maintaining mission effectiveness.
* Support operational readiness assessments for aviation platforms and supporting infrastructure. Safety Inspections & Compliance Reviews * Conduct aviation safety inspections, operational assessments, and internal compliance reviews.
* Evaluate contractor aviation operations against established safety standards and contractual requirements.
* Monitor implementation of safety procedures and best practices across operational locations.
* Support Government safety evaluations and program audits.
* Recommend corrective actions to improve operational safety performance. Documentation, Training & Continuous Improvement * Develop aviation safety procedures, manuals, and standard operating procedures.
* Deliver aviation safety training, risk management workshops, and safety awareness briefings.
* Maintain aviation safety records supporting contractual and regulatory requirements.
* Monitor emerging aviation safety standards and recommend program enhancements.
* Promote continuous improvement initiatives supporting aviation safety, operational readiness, and mission assurance. Qualifications: Required: * Active TS clearance with SCI eligibility
* Bachelor's degree in aviation safety, Aviation Management, Aerospace Engineering, Aeronautical Engineering, Occupational Safety, Industrial Safety, Engineering, or a related discipline.
* Relevant military aviation safety or Government aviation experience may be substituted for formal education requirements.
* Minimum 8 years supporting aviation safety, flight operations, aviation risk management, or aviation program oversight.
* Minimum 5 years supporting DoD, Federal, military, or commercial aviation organizations.
* Experience implementing or managing Aviation Safety Management Systems (SMS).
* Experience conducting aviation risk assessments, safety inspections, and operational safety evaluations.
* Experience supporting contractor-operated aviation services or Government aviation programs.
* Experience investigating aviation incidents, mishaps, or operational safety events.
* Demonstrated ability to prepare technical reports and brief senior Government and military leadership.
* Experience supporting geographically dispersed aviation operations. Desired: * Master's degree in aviation safety, Aviation Management, Aerospace Engineering, Safety Engineering, Business Administration, National Security Studies, or a related discipline.
* Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Aviation Manager (CAM), Certified Safety and Health Manager (CSHM), or equivalent professional certification.
* FAA Commercial Pilot Certificate, Airframe & Powerplant (A&P) Certificate, military aviation safety qualifications, or equivalent aviation credentials.
* Experience supporting SOCPAC, USSOCOM, INDOPACOM, PACAF, USARPAC, Air Mobility Command, or Special Operations aviation organizations.
* Experience supporting contractor logistics support (CLS), expeditionary aviation, contingency operations, or overseas aviation programs.
* Familiarity with FAA Safety Management System guidance, ICAO Annex 19, DoD Instruction 6055-series, Army ATP 5-19 Risk Management, Air Force aviation safety guidance, Naval Aviation Safety Management Systems, and Occupational Safety and Health Administration (OSHA) standards.
