General The Principal Revenue Analyst is responsible for leading complex revenue accounting, reconciliation, reporting, and audit activities for the San Mateo County Transit District (SamTrans), Peninsula Corridor Join Powers Board (Caltrain), and SMC Express Lanes Joint Powers Authority (SMCELJPA). The position provides technical guidance and work oversight to staff, supports accurate recording of passenger fare, toll, customer sales, and related revenue streams, and helps strengthen internal controls, system workflows, and reporting processes. Essential Functions & Duties Examples of Essential Functions: Responsible for ensuring accuracy of revenue operations and reconciliation related to fare revenue receipts, billing and collections, customer sales, and related analyses for SamTrans, Caltrain, and SMCELJPA toll revenue.
Lead automation efforts for recurring revenue tasks, reports, reconciliations, and data tracking. Evaluate existing revenue workflows to identify inefficiencies, control gaps, and opportunities for process improvement. Provide key input for proper reporting of toll revenues, including addressing system requirements for the audit and reporting functions so that toll revenues are reported properly and recorded in the general ledger in a timely manner.
Coordinate with internal and external auditors and support compliance with applicable regulatory, financial reporting, and audit requirements. Lead efforts to improve reporting tools, data workflows, reconciliation, system interfaces, and automation capabilities through standardization and continuous process improvement. Examples of Essential Duties: Analyze and approve administrative, maintenance, and other invoices and monthly reports; review accounts receivable balances; and calculate year-end allowance amounts to ensure Toll and Violation accounts are properly reserved.
Review general ledger account analyses, reconciliations, journal entries, and supporting schedules to ensure completeness and accuracy. Perform and review revenue recognition activities and ensure adherence to applicable accounting guidance and internal policies. Lead ongoing administration of revenue-related systems, including lease billing, contract management, fare collection, tolling, and reporting applications, as assigned.
Reconcile fare revenue accounts and support ridership and revenue reporting requirements. Manage accounting records, schedules, and audit documentation related to revenue management; ensure information provided to auditors is complete, accurate, and timely. Responsible for reconciling monthly expenditures, preparation of budget variance report, update spreadsheet reports and coordinating with department on corrections.
Identify internal control risks, process gaps, and opportunities for revenue enhancement, and recommend corrective actions. Participate in and possibly lead operational meetings, committees, and cross-functional initiatives related to revenue management, fare programs, toll operations, and financial reporting. Perform all duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm; support and promote a culture of safety in accordance with District policies and procedures.
Perform other duties as assigned. Minimum Qualifications Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted.
Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor's degree in accounting, finance, or related field. Four (4) years of full-time, progressively responsible accounting experience. Preferred Qualifications: Certified Public Accountant (CPA) license in California.
Accounting experience in a governmental organization. Experience with general ledger accounting, P&L review, and revenue recognition for multiple business units. Experience with ERP databases, PeopleSoft preferred.
Experience supervising staff. Power BI/Power query/ data systems experience. Experience with Lease Query contract management system.
Proficiency with Microsoft Office. Effective oral and written communication skills. The selection process may include a panel interview, written and skills test assessments, or supplemental questions.
