The Teachers'' Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multiyear modernization initiative to replace aging legacy systemsโ€”including full retirement of the ALICE platformโ€”and transition to a unified, cloud-native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS and MyERS.
TRS serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma''s six state pension systems.
The modernization responds to long-standing challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stackโ€”Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)โ€”to support scalable, secure, and efficient operations.

  • Current state:
    • Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024
    • Member portal modernized July 2025
    • All IS resources support legacy systems while simultaneously building modernized ones
    • Project charter and Software Development Life Cycle established and in practice
    • Environment and foundation for modern applications defined and nearing completion

    • All major systems operate on the Azure platform with improved performance, scalability, and maintainability.
    • Retirement of ALICE and elimination of legacy technical debt.
    • Reduced manual work, fewer errors, and significantly improved turnaround times.

Requirements
  • Knowledge of modern application development frameworks, programming languages, and secure coding practices
  • Knowledge of software development lifecycle (SDLC) methodologies, including Agile
  • Knowledge of business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition
  • Knowledge of TRS business rules, including those specific to the Pension Software System
  • Familiarity with legacy systems architecture, dependencies, technologies, and integration points
  • Skill in performing all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for TRS staff to review
  • Skill in developing, enhancing, and maintaining application components that meet functional and technical requirements
  • Skill in developing clear, actionable user stories and maintaining a prioritized backlog
  • Skill in developing APIs, system interfaces, and automation workflows
  • Ability to deliver high-quality work output with minimal defects
  • Ability to translate technical specifications into maintainable, production-ready software
