Program Manager – Capital Projects Overview

Sigma Inc. is seeking an experienced Program Manager to lead the design, construction, and commissioning of a large-scale animal vaccine manufacturing facility in St. Joseph, Missouri.

This is an exciting opportunity for a seasoned capital projects professional with expertise in pharmaceutical manufacturing, biotechnology, life sciences, industrial construction, or large-scale facility expansions. The selected candidate will oversee all phases of project execution, from planning and design through construction, validation, commissioning, and operational readiness.

The ideal candidate will possess a strong background managing capital projects exceeding $100 million, working with cross-functional stakeholders, engineering teams, EPC firms, contractors, and executive leadership.

Key ResponsibilitiesCapital Project Leadership
  • Lead end-to-end project delivery for the design, construction, commissioning, and startup of a large-scale vaccine manufacturing facility.
  • Manage project scope, schedule, budget, resources, and deliverables to ensure successful execution.
  • Oversee project planning activities, governance processes, risk management strategies, and performance reporting.
  • Ensure project milestones are achieved on time and within budget.
Construction & Engineering Management
  • Serve as the primary liaison between project stakeholders, architects, engineering firms, EPC contractors, construction teams, and equipment vendors.
  • Coordinate design reviews, construction activities, equipment installation, commissioning, and facility startup activities.
  • Monitor project progress and proactively resolve risks, delays, and resource constraints.
Cross-Functional Leadership
  • Lead collaboration across Engineering, Operations, Quality Assurance, Validation, Manufacturing, Regulatory Affairs, Procurement, and Supply Chain teams.
  • Influence executive stakeholders and drive strategic decision-making throughout the project lifecycle.
  • Provide leadership across multiple departments and functional teams, both directly and indirectly.
Governance & Risk Management
  • Establish project governance structures and reporting mechanisms.
  • Maintain risk registers, mitigation plans, issue logs, and executive reporting dashboards.
  • Ensure adherence to project controls, quality standards, and regulatory requirements.
Required Qualifications
  • Bachelor's Degree in Engineering, Construction Management, Mechanical Engineering, Chemical Engineering, Biomedical Engineering, or related technical discipline.
  • Extensive experience managing large-scale capital projects, facility expansions, or new construction projects.
  • Proven experience delivering projects exceeding $100 million in capital investment.
  • Strong understanding of Front-End Loading (FEL) processes and capital project lifecycles.
  • Experience managing engineering, construction, commissioning, and startup activities.
  • Demonstrated success leading cross-functional project teams.
  • Exceptional communication, stakeholder management, and leadership skills.
  • Strong analytical, organizational, and problem-solving abilities.
  • Ability to work effectively in fast-paced, high-pressure project environments.
Preferred Qualifications
  • Pharmaceutical manufacturing experience.
  • Biotechnology or vaccine manufacturing facility experience.
  • Life sciences, biologics, medical device, or regulated manufacturing industry experience.
