Director of Behavioral Health Services
Department: Behavioral Health
Reports To: Chief Medical Officer (CMO)
Position Summary
TheDirector of Behavioral Health Services provides strategic leadership, clinicaloversight, and operational management for the Behavioral Health Department atHealth Care Partners of South Carolina (HCPSC). This position is responsiblefor ensuring the delivery of high-quality, integrated behavioral healthservices across all HCPSC locations while supporting the organization's missionof providing accessible, patient-centered care.
The Directorof Behavioral Health Services oversees departmental operations, providesclinical supervision to behavioral health staff, supports program development,and ensures compliance with HRSA, FQHC, HIPAA, and applicable state and federalregulations. This position will help drive continuous improvement in quality,productivity, access to care, and patient outcomes while maintaining a limitedclinical caseload as needed.
The Directorof Behavioral Health Services must maintain a Licensed Independent SocialWorker - Clinical Practice/Supervisor (LISW-CP/S) credential. This licenseis required to provide clinical supervision of behavioral health staff andsupport behavioral health service billing requirements.
Essential Duties andResponsibilities
• Provide leadership, direction, and oversight forBehavioral Health Services across all HCPSC locations.
• Supervise, mentor, and support behavioral healthcounselors, case managers, and other behavioral health team members.
• Provide clinical supervision in accordance withSouth Carolina licensure requirements and organizational policies.
• Maintain a limited patient caseload by providingbehavioral health assessments, counseling services, crisis intervention,treatment planning, and follow-up care as needed.
• Develop, implement, and maintain behavioralhealth policies, procedures, clinical workflows, and evidence-based practices.
• Collaborate with medical, dental, pharmacy,nursing, and administrative leadership to support integrated, whole-personcare.
• Maintain and improve behavioral health qualitymetrics, clinical outcomes, productivity expectations, documentation standards,and patient satisfaction measures through continuous improvement initiatives.
• Develop and implement strategies to improvedepartmental performance, workflow efficiency, access to care, and overallpatient experience.
• Monitor service utilization, productivity, andoperational performance to identify opportunities for growth, improvement, andenhanced delivery of behavioral health services.
• Lead quality improvement initiatives thatsupport compliance with HRSA, FQHC requirements, organizational goals, andevidence-based behavioral health practices.
• Review clinical documentation, workflows, andprocesses to ensure accuracy, compliance, appropriate billing practices, andcontinued improvement in service delivery.
• Support program development, strategic planning,grant initiatives, and expansion of behavioral health services.
• Establish and maintain relationships withhospitals, community agencies, schools, and other referral partners to improveaccess to behavioral health resources.
• Ensure compliance with HIPAA, HRSA requirements,FQHC standards, and applicable behavioral health regulations.
• Participate in leadership meetings, qualityimprovement committees, and organizational initiatives.
• Maintain accurate and timely documentationwithin the Electronic Health Record (EHR).
• Perform other duties as assigned.
Education & Experience
• Master's degree in Social Work from anaccredited program required.
Current South Carolina Licensed IndependentSocial Worker - Clinical Practice/Supervisor (LISW-CP/S) license required.
• Minimum of five (5) years of progressivebehavioral health experience required.
• Previous leadership, supervisory, or programmanagement experience required.
• Experience providing clinical supervision tobehavioral health professionals preferred.
• Experience working within a Federally QualifiedHealth Center (FQHC), community health center, or integrated healthcare settingpreferred.
• Experience with behavioral health billing,documentation standards, and Electronic Health Record (EHR) systems preferred.
Knowledge, Skills, and Abilities
• Strong knowledge of behavioral health services,clinical supervision, crisis intervention, and integrated care models.
• Knowledge of HRSA requirements, FQHC operations,HIPAA regulations, behavioral health billing practices, and applicable stateand federal regulations.
• Strong leadership and management skills with theability to develop and support a multidisciplinary team.
• Excellent communication and interpersonal skillswith the ability to collaborate with providers, leadership, staff, patients,and community partners.
• Strong organizational, analytical, andproblem-solving skills with a focus on quality improvement and operationalexcellence.
• Ability to analyze performance data andimplement strategies to improve outcomes, productivity, and patient access.
• Proficiency with Microsoft Office and ElectronicHealth Record (EHR) systems.
• Commitment to maintaining confidentiality andprotecting patient information in accordance with HIPAA and organizationalpolicies.
