Position Overview

The State of Ohio – Department of Children and Youth (DCY) is seeking an experienced Business Analyst III to support the modernization and complete rewrite of enterprise .NET applications. The selected candidate will act as the bridge between business stakeholders and development teams, leading requirements gathering, process analysis, and modernization initiatives while supporting cloud-native architecture and legacy system transformation.
Required Skills

  •  7–8+ years of Business Analysis experience 
  •  Experience with .NET Core, Azure Functions, APIs, SQL Server, and application architecture 
  •  Legacy system analysis, migration, re-architecting, and modernization experience 
  •  Knowledge of Cloud Technologies, Microservices, and DevOps
  •  Experience with Azure DevOps, SharePoint, Clarity PPM, or similar project management tools 
  •  Strong experience gathering and documenting business, functional, and non-functional requirements 
  •  User Stories, Acceptance Criteria, Process Flows, Workflow Diagrams, and Visio 
  •  QA support, UAT coordination, defect triage, and validation 
  •  Strong communication, documentation, and stakeholder management skills 
  •  Bachelor's degree in IT, Computer Science, Engineering, or Business
  • At least one IIBA Business Analyst certification (Agile/Scrum certifications are a plus)
