Position Overview:

The Knowledge Transfer Project Analyst supports the successful transition of the CMS Drug Data Processing System (DDPS) and related applications by coordinating all knowledge transfer, asset management, onboarding, and operational readiness activities required to transition services from the incumbent contractor to the Cognitive team. This individual serves as the central coordinator for capturing, organizing, validating, and transferring operational knowledge, technical documentation, application inventories, configuration baselines, SOPs, runbooks, system access, and all other critical transition artifacts to ensure continuity of operations and minimize operational risk.

This is a remote position; however, Cognitive hires only in the following designated U.S. states based on contract and business requirements: VA, DC, MD, TN, FL, AZ, CO, OR, and TX.

Key Responsibilities:

  • Coordinate structured sessions between outgoing and incoming teams across key operational areas ensuring information is clearly documented and accessible.
  • Maintain comprehensive transition inventories and track completeness across system documentation, runbooks, data dictionaries, interface specifications, configuration baselines, application and interface inventories, and operating procedures.
  • Monitor and track onboarding and readiness activities for all personnel including background investigation status, system access provisioning, security training completion, and tool access confirmation.
  • Ensure transition deliverables are produced on schedule, including the Transition‑In Plan, knowledge transfer materials, readiness assessments, and regular transition status reports.
    Identify and elevate knowledge gaps, documentation deficiencies, and access delays to the Program Manager and Project Manager; maintain a risk register specific to transition activities.
  • Collaborate with engineering, cybersecurity, operations, and QA teams to validate that all transferred knowledge and documentation is accurate, complete, and sufficient for the receiving team to assume operational responsibility.
  • Support transition governance through status reporting, decision documentation, readiness assessment preparation, and COR-facing transition communications.
  • Coordinate program development artifact transfer; documenting what code, design artifacts, and operational runbooks exist and will be transferred.

Qualifications:

  • Bachelor's degree in a related field; 6 or more years in IT transition management, knowledge management, or program coordination on federal IT contracts.
  • Demonstrated experience managing knowledge transfer and transition documentation on federal O&M contract transitions.
  • Experience developing and maintaining transition inventories, onboarding trackers, and readiness assessment documentation.
  • Strong organizational and coordination skills with the ability to manage multiple workstreams simultaneously across technical and non-technical stakeholders.
  • Experience with document management and collaboration tools including SharePoint, Confluence, GitHub, and JIRA.
  • Strong written communication skills for customer-facing deliverables, status reports, and readiness assessments.
  • Ability to pass CMS and internal required background checks for public trust.
