Role Summary

Technical lead for the delivery team. Sets engineering standards across a hybrid estate of legacy .NET applications, Drupal websites, and cloud-native modernization workstreams; owns technical quality, mentors developers, and is accountable for site performance, capacity, security posture, and accessibility of everything the team ships.

Key Responsibilities
  • Lead design and implementation across the full stack — front end, middle tier, APIs, database, and deployment — for both sustainment and modernization work.
  • Establish and enforce coding standards, branching strategy, code review discipline, test coverage expectations, and definition of done.
  • Own website technical performance and capacity: caching strategy, CDN configuration, load and stress testing, and remediation of bottlenecks.
  • Partner with architects on solution decisions; translate architecture into executable sprint-level design and task breakdown.
  • Mentor and technically direct developers, content analysts, and testers; conduct design reviews and pair sessions.
  • Drive DevSecOps practice: containerized builds, pipeline automation, static/dynamic scanning, dependency and vulnerability management.
  • Serve as escalation point for complex production incidents; lead root cause analysis and corrective action.
  • Interface with product owners and government technical stakeholders to shape requirements into deliverable increments.
  • Champion responsible adoption of AI-assisted engineering tooling to accelerate delivery without compromising security or quality.
  • Ensure engineering delivery aligns with DOL Enterprise Architecture, approved product/architecture decisions, PACE/container platform standards, and Government-controlled repositories and environments.
  • Own release-readiness technical evidence, including code review, unit/automation results, Section 508, browser/mobile, performance, security, deployment, release notes, and technical documentation.
  • Lead integration design across Drupal/.NET, DB2/MySQL, Appian, SharePoint, Login.gov, Kafka, APIs, and AWS services while preserving legacy functionality during phased modernization.
Required Skills & Experience
  • 10+ years of hands‑on full stack development, including 5+ years in a technical lead capacity.
  • Deep .NET / C# experience (10 years preferred) plus 5+ years hands‑on Drupal in a full stack capacity.
  • Proven integration experience with enterprise case management/BPM platforms (e.g., Appian), document platforms (e.g., SharePoint), and relational databases including DB2.
  • Strong cloud engineering background — AWS preferred (EKS/Kubernetes, Aurora, S3, EFS, Secrets Manager, CloudFront/WAF, ECR).
  • CI/CD and DevSecOps leadership: GitLab pipelines, containerization, automated security scanning, release management.
  • Demonstrated ownership of Section 508 / WCAG 2.1 AA compliance for delivered systems.
  • Agile/SAFe delivery leadership; ability to run ceremonies and manage technical debt deliberately.
  • Substantial experience with AI-assisted programming tools (e.g., Microsoft Copilot and other DOL-approved secure AI tools) applied to production engineering.
  • Hands‑on experience with DOL-style configuration/change management, ATO/security authorization support, vulnerability mitigation, and production support in regulated environments.
  • Demonstrated ability to govern AI‑assisted code generation using secure enterprise tools, human review, testing, traceability, and quality controls.
Preferred Qualifications
  • Drupal/Acquia certification; AWS Solutions Architect or Developer certification; Agile/SAFe certification.
  • Event‑driven architecture experience with Apache Kafka.
  • Prior federal program experience with ATO, STIG remediation, and formal CM.
Education

Bachelor's degree in Computer Science, Engineering, Business, or a directly related field with 10+ years of relevant experience.
