Overview
Please note that this position is contingent upon the successful award of a contract currently under bid.
Nisga'a CIOPS delivers cleared professionals to support civilian and DoD customers worldwide across intelligence support, cyber/defensive cyber operations, IT O&M, infrastructure modernization, training, and logistics.
Summary:
The Civil Engineer (Structural Specialty) serves as the senior structural engineering authority responsible for the planning, design, review, and construction oversight of new Federal Bureau of Prisons (FBOP) facilities. This position provides technical expertise in structural systems, building integrity, foundation coordination, and overall facility design to ensure compliance with applicable building codes, engineering standards, security requirements, and life-cycle performance objectives.
Responsibilities
Essential Job Functions:
  • Plan, coordinate, and oversee structural engineering design and construction activities for new correctional facilities.
  • Review structural engineering documents prepared by consultant A/E firms for completeness, constructability, code compliance, and engineering adequacy.
  • Evaluate structural framing systems, building envelopes, foundations, retaining structures, and other structural components for safety, durability, and long-term performance.
  • Coordinate structural design with civil, mechanical, electrical, plumbing, architectural, and security disciplines.
  • Provide technical recommendations regarding structural systems, materials, seismic considerations, wind loading, and foundation integration.
  • Serve as the technical authority for resolving complex structural engineering issues affecting facility safety, construction, and operational performance.
  • Develop engineering policies, technical standards, design criteria, and structural guidelines supporting FBOP construction programs.
  • Participate in Value Engineering (VE) workshops to improve constructability, reduce life-cycle costs, and optimize structural system performance.
  • Review contractor requests for information (RFIs), change orders, claims, and contract modifications involving structural work and recommend appropriate action.
  • Conduct technical evaluations of proposed project sites to identify structural design considerations and potential construction constraints.
  • Participate in site inspections and construction observations to verify compliance with approved structural designs and engineering standards.
  • Assist in developing construction cost estimates and evaluating structural construction costs.
  • Participate on technical evaluation panels for Architect/Engineer and Construction Management procurements.
  • Provide engineering support during contract negotiations, construction administration, and dispute resolution.
  • Assist in developing and maintaining engineering documentation, standards, technical files, and project records.

Qualifications
Necessary Skills and Knowledge:
  • Knowledge and mastery of advanced principles and practices of civil engineering and the related architectural and other engineering disciplines (structural, mechanical and electrical) and of construction methods and techniques that enables the employee to guide and lead the development and maintenance of technical civil engineering guidelines, standards and design criteria to support the overall program for development of complex institutional projects with a wide range of building types and construction methods, numerous participants, complex social and environmental issues, and involving unusual and difficult problems.
  • Extensive knowledge of planning and engineering issues to the extent the employee can make design decisions related to these areas.
  • Willingness to work with others as part of a team.
  • Knowledge of site and building materials, site and building utility systems, and construction and installation techniques and of methods specifying their selection and use.
  • Knowledge and skill in the reading and interpretation of construction documents, architectural and engineering drawings and technical specifications, and construction projects estimates.
  • Knowledge of Federal and agency regulations and the policies related to environmental concerns and the preparation of environmental impact statements and including those related to wetlands, endangered species, historical and archaeological preservation, and hazardous or toxic materials.
  • Knowledge of and familiarity with the application of building codes and fire and life safety codes to the design of buildings.
  • Skill in drawing and technical drafting (computer aided drafting and freehand) in the production of working drawings and technical specifications.
  • Skill in written and verbal communication and in organizing reports and correspondence.
  • Skill in meeting with others and eliciting information.
  • Skill in organizing and conducting conferences, meetings and contract negotiations.
  • Knowledge and analytical skills to prepare analyses and recommendations related to planning and operational issues and to complex engineering issues.
  • Skill in working with computers, including word processing, project management and scheduling programs; and skill in developing and analyzing complex integrated spreadsheets.

Minimum Qualifications:
  • Must have either an RA or PE certification.
  • Minimum of 10 years of progressively responsible structural engineering experience involving commercial, institutional, industrial, or federal facilities.
  • Experience reviewing structural engineering designs prepared by outside engineering firms.
  • Must be able to obtain and maintain DOJ/BOP suitability and facility access.
  • Work Environment and Travel:
    • Primarily remote work. Occasional travel may be required to DOJ/BOP sites and/or meetings.
    • May require participation in virtual design reviews and time-sensitive technical comment cycles.

Preferred Qualifications:
  • Knowledge of Value Engineering methodologies.
  • Experience with multidisciplinary design review.
  • Familiarity with sustainable design principles and life-cycle cost analysis.

Pay and Benefits
The annual salary range for this position is $100,000 to $170,000.
