Foreign Electrical Engineer information

What is a foreign electrical engineer?

Foreign Electrical Engineers are professionals who have obtained their electrical engineering qualifications outside of the country in which they are seeking to work or be recognized. They may need to have their credentials evaluated or obtain additional licensing to practice in their new country. Their responsibilities typically include designing, developing, testing, and supervising electrical equipment, systems, and projects, often bringing valuable international experience and perspectives to their roles.

What are the key skills and qualifications needed to thrive as a foreign electrical engineer?

To thrive as a Foreign Electrical Engineer, you need a solid background in electrical engineering principles, a relevant engineering degree, and often a professional engineering license recognized in the host country. Familiarity with international electrical codes, CAD software, and project management tools is typically required. Strong problem-solving, cross-cultural communication, and adaptability help you excel when collaborating with diverse teams and navigating regulatory environments. These skills and qualities are crucial for delivering safe, compliant, and innovative engineering solutions in global contexts.

What are some common challenges foreign electrical engineers face when working in a new country?

Foreign Electrical Engineers often encounter challenges such as adapting to different engineering standards, local regulations, and workplace cultures. They may need to familiarize themselves with local codes (such as the NEC in the US or IEC standards in Europe) and collaborate closely with multidisciplinary teams to ensure compliance. Language barriers and differences in project management styles can also pose initial hurdles, but proactive communication and seeking mentorship from colleagues can help ease the transition. Over time, these experiences often enhance cross-cultural competence and technical versatility.

What is the difference between Foreign Electrical Engineer vs Electrical Engineer?

AspectForeign Electrical EngineerElectrical Engineer
CredentialsTypically requires engineering degree, possibly with international licensing or certificationRequires electrical engineering degree, licensure varies by country
Work EnvironmentOften in international projects, offshore sites, or multinational companiesPrimarily in domestic offices, manufacturing, or local project sites
Employer & Industry UsageUsed in global engineering firms, multinational corporations, and international projectsCommon in local firms, utilities, and domestic industries

The main difference between a Foreign Electrical Engineer and an Electrical Engineer lies in their work location and certification requirements. Foreign Electrical Engineers often work on international projects and may hold certifications recognized across borders, while Electrical Engineers typically work within their home country with local licensure. Both roles require a strong electrical engineering background, but their work environments and certifications differ based on geographic and project scope.

Guided by our commitment to partnership, precision, and performance, we deliver the scalable solutions and technical excellence our customers depend on—today and into the future.

We are seeking a Test & Evaluation Engineer – Technical Documentation to support our customer at NSWC Crane, Indiana. This position provides engineering, test and evaluation, technical analysis, and documentation support across production, sustainment, Foreign Military Sales, and laboratory T&E activities for Electronic Warfare systems. The successful candidate must demonstrate two critical capabilities: proficiency in technical writing and proficiency in analyzing technical information. The engineer will review system requirements and technical source data, collaborate with engineers and subject matter experts, support laboratory and field testing, and convert complex technical information into clear, accurate, and configuration-controlled products. These products may include test plans, procedures, test reports, technical assessments, RFI responses, failure documentation, sustainment records, training inputs, and test-event closure briefs.

This role requires in-person support.

Duties:

  • Analyze system requirements, engineering data, technical manuals, drawings, specifications, and other source information to support engineering and test activities.
  • Develop formal test plans, test procedures, test reports, engineering assessments, and test-event closure briefings.
  • Support the planning, preparation, conduct, and documentation of laboratory and field T&E events.
  • Translate system and project requirements into measurable test objectives, evaluation criteria, data requirements, and verification methods.
  • Assess new or modified equipment and capabilities for reliability, performance, suitability, and conformance to Government requirements.
  • Document test configurations, procedures, observations, results, anomalies, limitations, assumptions, and conclusions.
  • Review test data and technical evidence to determine whether systems under test satisfy applicable performance requirements.
  • Support troubleshooting and root-cause investigation of system failures, anomalies, and performance deficiencies.
  • Clearly document system failures, investigative actions, technical findings, corrective actions, and unresolved risks.
  • Collaborate with Government engineers, logisticians, trainers, test personnel, and other subject matter experts to collect and validate technical information.
  • Research and draft technically accurate Requests for Information responses supporting JCREW Foreign Military Sales customers.
  • Assist with preparing systems and supporting equipment for customer delivery and help ensure sustainment requirements are addressed.
  • Provide current technical information to training teams for the development and revision of manuals, courseware, and other training materials.
  • Collect, generate, organize, review, and maintain technical and sustainment documentation supporting production and long-term system support.
  • Review documents prepared by other personnel for technical accuracy, completeness, consistency, readability, and compliance with applicable style requirements.
  • Support test readiness reviews, technical reviews, pre-test briefings, post-test debriefings, and lessons-learned activities.
  • Ensure test records and other program artifacts are properly marked, controlled, submitted to configuration management, and retained in accordance with Government requirements.

Desired Education:

  • Bachelor’s degree in Systems Engineering, Electrical Engineering, Electronics Engineering, Computer Engineering, Mechanical Engineering, or another relevant engineering discipline.

Desired Experience:

  • 3+ years of professional engineering, systems test, integration, verification, or test and evaluation experience.
  • Demonstrated proficiency in technical writing.
  • Demonstrated ability to analyze complex technical information and translate it into clear, accurate, and usable engineering products.
  • Experience developing or contributing to formal test documentation, such as:
    • Test plans
    • Test procedures
    • Test reports
    • Technical assessments
    • Engineering reports
    • Failure or discrepancy reports
    • Technical briefings
  • Experience interpreting system requirements and developing test methods or evaluation criteria.
  • Experience supporting laboratory testing, field testing, system integration, verification, validation, or engineering assessments.
  • Ability to review test results and develop technically supportable findings, conclusions, and recommendations.
  • Strong analytical, troubleshooting, organizational, and problem-solving skills.
  • Ability to gather information from multiple engineers and subject matter experts and reconcile conflicting or incomplete technical inputs.
  • Strong proficiency with Microsoft Word, Excel, PowerPoint, and related documentation tools.
  • Strong written and verbal communication skills.
  • Ability to work independently while supporting multiple projects and competing priorities.
  • Must be eligible to obtain higher-level access if required by assigned tasking.

Preferred Qualifications:

  • Experience supporting DoD, Navy, NSWC Crane, Electronic Warfare, countermeasure, or military acquisition programs.
  • Experience with developmental test and evaluation, system verification and validation, qualification testing, or acceptance testing.
  • Experience supporting fielded systems entering production or sustainment.
  • Familiarity with JCREW, Drake, AN/PLT-6, or comparable EW and force-protection systems.
  • Experience supporting Foreign Military Sales programs or drafting customer-facing technical RFI responses.
  • Experience producing configuration-controlled test documentation in accordance with Government or military standards.
  • Familiarity with technical manuals, training-development source data, sustainment documentation, and product-support records.
  • Experience with discrepancy tracking, root-cause analysis, corrective-action documentation, or failure-reporting processes.
  • Experience preparing and delivering technical briefs to Government customers, program leadership, or test stakeholders.
  • Familiarity with RF, electronic, communications, or software-enabled military systems.

Work Environment:

The position is primarily performed in an office and laboratory environment at or near NSWC Crane. Periodic field-test support and limited travel may be required based on program schedules and test-event needs.
