The Program Manager is responsible for leading large-scale, complex business transformations enabled by DT. This role provides end-to-end program leadership across governance, planning, execution, and delivery, ensuring alignment between business stakeholders, technical teams, vendors, and DT leadership. The first major program will be leading Connected for Value, a complex, multi-workstream technology initiative that will provide the digital backbone to enable new Trading business at LYB. Managing Connected for Value budget of $25M+ Opex and $85M+ in the next 5 years on the program. Directly and indirectly managing 10-50 FTE, including staff and vendors.
As a new Program Manager supporting the company's entry into the Trading business, this role will bring structure, requirement discipline, and integrated planning to a fast paced and highly engaged business environment. The Program Manager drives clarity, consistency, and predictability across all delivery teams and ensures that the Trading business receives coordinated, high quality technology capabilities critical to safe and efficient operations.
A Day in the Life
Program Leadership & Governance
  • Accountable for integrated program outcomes across multiple DT domains.
  • Lead the planning, execution, governance, and delivery of a complex multi workstream program, ensuring alignment to DT methodologies, Stage Gate processes, and PMO standards.
  • Establish consistent program level structure, escalation paths, decision forums, and reporting to ensure clarity and accountability across all teams.
  • Define and maintain the integrated program roadmap, ensuring alignment between business priorities, technical feasibility, and resource availability.
  • Partner and collaborate with the Business Interface Trading Director to establish a one-team mindset and approach.

Requirement Management & Business Alignment
  • Establish thorough processes for gathering requirements, setting priorities, and managing changes to make sure the evolving needs of the Trading business are properly captured, reviewed, and overseen by the Business Interface Director and Business Analysts.
  • Serve as the primary liaison between Business Interface (BI) and DT delivery teams to ensure program goals, requirements, and scope remain aligned. Support the BI Director with Trading business stakeholders as needed.
  • Facilitate cross functional workshops to ensure requirements translate into actionable technical deliverables.

Risk, Dependency & Issue Management
  • Proactively identify, track, and resolve risks, dependencies, and issues across all workstreams.
  • Ensure risks are escalated with clear mitigation plans and that decisions are made with full transparency to DT and business leadership.

Program Delivery Excellence
  • Lead integrated planning across multiple DT teams including Architecture, Software Engineering, Data & Analytics, Cybersecurity, Infrastructure, ERP, and vendors.
  • Ensure timely, high-quality deliverables by coordinating across PMs, SMEs, technical leads, and business stakeholders.
  • Monitor scope, budget, schedule, and resource utilization at the program level, ensuring early detection of deviations and corrective actions.

Stakeholder Engagement & Communication
  • Provide consistent and structured communication to executives, business partners, DT leadership, and program stakeholders.
  • Prepare program level dashboards, status reports, and communications that provide clear insights into progress, risks, and upcoming decisions.
  • Facilitate executive steering committee meetings, ensuring timely preparation of materials and alignment across business and DT leaders.

Vendor & Resource Management
  • Coordinate vendors and external partners across all workstreams, ensuring alignment to Statements of Work (SOWs), deliverables, and performance expectations.
  • Partner with DT leadership to forecast resource needs, plan capacity across PMs and technical teams, and ensure teams are staffed appropriately for program success.

You Bring This Value
  • Bachelor's degree in Information Technology, Engineering, Business, Economics, or a related field preferred.
  • 15+ years of project and program management experience delivering large, complex technology initiatives across multiple teams and stakeholders.
  • Required: Experience leading large, complex, multi-team technology programs in fast-moving business environments
  • Required: Experience in Energy, Trading, Commodities, or New Business / M&A technology stand-up
