Job Duties

The Virginia Department of Conservation and Recreation (DCR) is the state's lead conservation agency, providing access for outdoor recreation, strengthening communities' flood resilience, and protecting what Virginians care about: clean water, parks, natural habitat, and open spaces.

The mission of the DCR Office of Resilience Planning is to distribute knowledge and coordinate action to achieve a flood-resilient future for Virginia through informed planning and proactive intergovernmental solutions. Our vision is a Virginia where state-led solutions effectively confront present and future flood risks. Through aligned collective action across Virginia's community of flood resilience partners, we work to increase resilience and minimize the impacts of flooding statewide.
We accomplish our work through four major lines of effort. We develop and implement state-led flood resilience plans: the Virginia Flood Protection Master Plan and the Coastal Resilience Master Plan. We work together with others to coordinate action. This includes staffing the Flood Resilience Advisory Committee, a public body that advises DCR on flood resilience, and hosting an Annual Flood Preparedness Coordination meeting. We share data, information and resources with a diverse set of public and private stakeholders to support informed decision making about present and future flood risks, including through our Flood Resilience Open Data Portal. Finally, we connect with local, regional, and state governments, other stakeholders and the public to inform our plans and build general awareness about changing flood risks in Virginia.
The Office of Resilience Planning is responsible for inter-governmental and inter-agency coordination and is supported by multiple consultant teams to execute our work.
The Flood Resilience Project Manager will support the development, administration, and implementation of DCR's flood resilience data resources through contract management and stakeholder outreach and engagement.
Work activities may include:
Flood Resilience Data Management

• Manage flood hazards and impact data development and analysis to support planning and influence policy decision making.
• Manage public-facing products such as the Coastal Resilience Web Explorer and the DCR Flood Resilience Open Data Portal.
• Coordinate with internal and external data stakeholders to achieve programmatic goals.
• Develop resources to support asset owners, including critical infrastructure, to use in identifying and reducing flood risk.
• Conduct gaps analysis for flood risk assessment data and develop solutions to close data gaps.
• Support Coastal Resilience Web Explorer database review; enter and/or approve updates to the database
• Facilitate between DCR information and technology staff and contractors to ensure flood resilience data resources are hosted effectively and efficiently.

Project Management

• Develop, coordinate, and manage requests for task order proposals from contractors.
• Monitor progress, review, and provide constructive feedback on contractual deliverables.
• Schedule, organize, facilitate, attend, and document project meetings both internally and with contractors.
• Review and track invoices.
• Identify and mitigate project risks.

Coordination and Engagement

• Assessing and supporting stakeholders' data needs that vary across geography, scale, and interests.
• Design and facilitate collaborative meetings for meaningful engagement and peer-to-peer sharing using co-development best practices to advance policies, programs, and initiatives.
• Connect stakeholders with available federal, state, and local resources.
• Provide technical assistance to stakeholders to integrate flood resilience data into their use case.
• Attend and represent the Office of Resilience Planning in other stakeholder planning efforts including but not limited to, hazard mitigation planning, coastal storm risk management studies and projects, and flood resilience plans.

Communications and Outreach

• Provide outreach and communications material that leverage flood resilience data product.
• Assist with documenting and communicating stakeholder feedback as well as program accomplishments.
• Produce reports, presentations, flyers, and other media to communicate planned, proposed, and ongoing activities.
• Establishing and maintaining effective working relationships with professional colleagues and representatives from other agencies and the public.
• Working with all levels of internal and external management and staff
• Delivering public outreach to advance strategic initiatives.

Minimum Qualifications

• Demonstrated knowledge of coastal, fluvial, and pluvial flood risk data, including an understanding of climate change impacts and how they influence future flood conditions.
• Experience managing technical projects, task orders, contracts, or consultant teams, including monitoring progress, providing feedback, and ensuring deliverables meet program goals.
• Experience leading the development, management, and stewardship of hazard, environmental, or resiliencerelated datasets, including establishing or enforcing data standards, metadata practices, and quality assurance processes.
• Experience managing or overseeing geospatial tools, floodrelated GIS datasets, and spatial analysis workflows (for example ArcGIS, QGIS, spatial databases, or related platforms).
• Experience planning, directing, or supervising public outreach, stakeholder engagement, technical assistance, or training efforts related to data use, data interpretation, or risk communication.
• Experience interpreting, translating, and presenting complex technical information for both technical and nontechnical audiences, including leadership and external partners.
  

Additional Considerations

• Experience interpreting and applying floodresiliencerelated federal, state, and local policies, planning processes, and grant program requirements, including coordinating with partners involved in these programs.
• Experience working in state or local government or publicsector programs, including coordinating across multiple agencies, divisions, or stakeholder groups.
• Experience using flood modeling software; sea level rise tools and products; or climate change modeling.
• Experience using workflow, collaboration, and reporting tools such as Microsoft Lists, Planner, and Power BI to support project tracking, team coordination, and data visualization.
• Experience coordinating with internal IT teams or technology vendors to support data systems, workflows, application maintenance, or digital tools used for publicfacing data products.
