Description:

The Safety & Fleet Manager is responsible for leading, implementing, and continuously improving company safety, fleet, driver-training, transportation-compliance, and related operational-risk programs across all company locations. This position serves as a hands-on resource for Supply Managers, supervisors, drivers, field employees, and leadership, helping ensure safety expectations, fleet standards, training requirements, and compliance obligations are consistently communicated, documented, and followed.


The Safety & Fleet Manager owns the day-to-day administration and oversight of the company safety and fleet programs, including DOT and driver-qualification compliance, vehicle inspections and preventative-maintenance coordination, driver training and road evaluations, Samsara monitoring and coaching, safety audits and inspections, Safety Committee coordination, incident and accident investigation, PPE and safe-work-practice standards, ISNetworld and Veriforce compliance, and customer safety requirements.


A key responsibility of this position is the selection, readiness, development, and ongoing qualification of delivery drivers. The Safety & Fleet Manager conducts initial road tests, identifies training needs, coordinates driver-development plans, conducts follow-up road evaluations, and documents findings and recommendations for operational leadership. The position works closely with branch and operational leaders reporting directly to the VP of Operations.


Primary Responsibilities

Safety and Fleet Program Leadership

  • Lead the day-to-day implementation, administration, and continuous improvement of company safety, fleet, driver-training, and transportation-compliance programs.
  • Establish, communicate, and reinforce practical safety, fleet, and driver-performance expectations across all locations.
  • Serve as the primary safety and fleet resource for Supply Managers, supervisors, drivers, field employees, and leadership.
  • Develop and maintain safety, fleet, training, inspection, incident, and compliance documentation.
  • Identify operational risks, recurring trends, training opportunities, and improvement priorities; communicate recommendations to leadership and support timely corrective action.
  • Develop and update safety and fleet policies, procedures, forms, checklists, and training materials as operational needs, regulations, customer requirements, and company practices change.
  • Maintain regular visibility in branches, shops, warehouses, yards, delivery operations, and field work areas.

New-Employee Safety Orientation and SSE Administration

  • Lead safety orientation and job-readiness activities for new employees in coordination with operational leadership.
  • Ensure new employees receive required safety information, PPE expectations, company procedures, customer requirements, and applicable job-specific training before performing work independently.
  • Administer the Short Service Employee (SSE) program, including tracking, documentation, required check-ins, training requirements, and completion status.
  • Work with managers and supervisors to monitor SSE employees, identify additional development needs, and verify completion of required safety and job-readiness milestones.
  • Maintain records verifying required training, certifications, customer requirements, and safety documentation.

Driver Training, Road Testing, and Development

  • Conduct initial road tests for applicable new-hire delivery drivers to evaluate baseline driving competency and identify training or development needs.
  • Evaluate safe vehicle operation, backing, parking, turning, defensive driving, situational awareness, pre-trip and post-trip inspections, load securement, and other company driving expectations.
  • Document road-test observations and communicate driver-readiness status, identified risks, and required development plans to appropriate operational leadership.
  • Coordinate and deliver driver training, including ride-alongs, vehicle inspections, safe delivery practices, backing, defensive driving, customer-site expectations, load securement, and fleet procedures.
  • Conduct follow-up road evaluations after the driver-training period to assess progress, competency, and readiness for independent operation.
  • Provide ongoing driver coaching, refresher training, ride-alongs, and remedial training based on observed performance, incidents, safety trends, Samsara data, or operational needs.
  • Conduct or coordinate post-incident and post-accident driver evaluations, coaching, and retraining as appropriate.

DOT, Driver Qualification, and Fleet Compliance

  • Manage applicable DOT, driver-qualification, fleet-safety, and transportation-compliance requirements.
  • Maintain complete, current, and organized driver-qualification and fleet-compliance records, including licenses, medical certifications, motor-vehicle records, road-test documentation, training records, inspection records, and other required documentation.
  • Monitor expiration dates and renewal requirements; coordinate timely completion of required driver and fleet documentation.
  • Manage vehicle inspection processes, including pre-trip, post-trip, periodic, and maintenance-related inspections as applicable.
  • Coordinate preventative maintenance, repair follow-up, vehicle records, and resolution of reported vehicle-safety concerns with operations and maintenance providers.
  • Monitor vehicle condition, maintenance needs, utilization, assignments, recurring defects, and fleet-related safety or operational concerns.
  • Prepare for and support DOT, customer, internal, insurance, contractor, and third-party reviews or audits.
  • Maintain fleet practices that support safe, road-ready vehicles across all company locations.

GPS Dash-Cam Monitoring and Driver Coaching

  • Serve as the company’s primary administrator and operational resource for GPS Dash-Cam fleet-safety workflows.
  • Review driver safety events, trends, scores, vehicle information, inspection submissions, and applicable dash-camera footage.
  • Use GPS Dash-Cam data to identify and recognize positive driving performance, address recurring concerns, and prioritize coaching or remedial training.
  • Develop and manage consistent processes for event review, driver coaching, documentation, escalation, and follow-up.
  • Support employees and managers with GPS Dash-Cam applications, inspection workflows, and required company processes.
  • Prepare fleet-safety and driver-performance reports for leadership as needed.

Safety Training and Development

  • Plan, coordinate, deliver, and document safety and operational training across the company.
  • Provide or coordinate new-hire, refresher, annual, remedial, and job-specific safety training based on operational needs.
  • Maintain a training matrix and track completion of required safety, driver, customer, equipment, and job-specific training.
  • Develop and update training materials using field observations, audits, incidents, near misses, Samsara trends, customer requirements, regulatory changes, and company procedures.
  • Support training needs across supply service, delivery, warehouse, yard, rod pump repair, gas measurement, and other applicable operations.
  • Ensure training records are complete, current, and readily available for customer, contractor, internal, and regulatory review.

Safety Audits and Inspections

  • Plan and conduct scheduled and periodic safety audits, inspections, and operational observations across all locations.
  • Review shops, warehouses, yards, vehicles, equipment, PPE, work practices, documentation, housekeeping, and other areas relevant to company safety programs.
  • Document findings, communicate corrective actions, assign follow-up responsibility with operational leadership, and track completion.
  • Conduct follow-up inspections to verify corrective actions and identify additional improvement opportunities.
  • Support preparation for customer, contractor, regulatory, insurance, and third-party audits.
  • Use audit findings and field observations to drive practical training, safety, and fleet improvements.

Contractor and Customer Compliance

  • Manage ongoing safety, customer, and contractor-compliance requirements.
  • Administer ISNetworld and Veriforce requirements, including company documentation, employee qualifications, training records, orientations, and customer-specific compliance items.
  • Track outstanding compliance requirements and coordinate timely completion with operations, drivers, and employees.
  • Maintain documentation for audits, customer requests, corrective actions, and contractor-compliance reviews.
  • Monitor changes in customer requirements and update company processes, training, and records as necessary.

Safety Committee and Employee Engagement

  • Lead coordination and administration of the company Safety Committee.
  • Prepare meeting agendas, safety topics, training information, employee communications, and follow-up items.
  • Document Safety Committee recommendations, hazards, concerns, action items, and completion status.
  • Encourage employee participation in hazard identification, near-miss reporting, safety observations, and practical risk-reduction solutions.
  • Communicate safety initiatives, lessons learned, and relevant trends across all locations.

Incident, Accident, and Near-Miss Management

  • Lead the response, documentation, investigation, and follow-up of vehicle accidents, workplace incidents, injuries, near misses, property damage, and other safety events.
  • Gather relevant information, including employee and witness statements, photographs, site details, vehicle information, inspection records, and Samsara data.
  • Identify contributing factors, immediate corrective actions, training needs, and long-term preventive measures.
  • Coordinate post-incident safety communications, driver coaching, road evaluations, retraining, and follow-up inspections as appropriate.
  • Maintain incident records, track corrective-action completion, analyze incident trends, and report recurring concerns to leadership.
  • Coordinate as appropriate with operational leadership, insurance representatives, customers, and external service providers regarding incident documentation and follow-up.

PPE and General Workplace Safety

  • Establish, communicate, and reinforce PPE requirements and safe-work-practice expectations.
  • Monitor PPE availability, condition, use, and compliance during site visits, audits, training, and operational observations.
  • Identify unsafe conditions, equipment issues, and potential hazards; communicate concerns promptly and coordinate corrective action with operational leadership.
  • Support safety initiatives that reduce risk and promote consistent safe work practices across all locations.
Requirements:

Minimum Qualifications

  • High school diploma or GED required; additional education or certifications in occupational safety, transportation, fleet management, training, or a related field preferred.
  • Five or more years of relevant experience in safety, fleet operations, transportation, oilfield supply or service, logistics, training, or a related operational environment preferred.
  • Demonstrated experience leading safety, fleet, driver-training, DOT-compliance, or transportation-risk programs preferred.
  • Valid driver’s license with an acceptable driving record required.
  • Ability to safely operate company vehicles used in delivery operations and confidently conduct driver evaluations and road tests.
  • Working knowledge of defensive driving, vehicle inspections, safe delivery practices, load securement, fleet maintenance coordination, and general fleet safety.
  • Working knowledge of DOT driver-qualification and transportation-compliance requirements.
  • Working knowledge of Samsara or a comparable fleet-telematics platform preferred.
  • Experience with ISNetworld, Veriforce, SSE programs, customer safety requirements, incident investigations, and safety-audit processes preferred.
  • Strong leadership, communication, coaching, organization, documentation, investigation, and follow-up skills.
  • Ability to work independently, prioritize competing responsibilities, and partner effectively with leaders and employees at multiple locations.
