Summary:
Responsible for leading and maintaining the Bank's Fraud Risk Management Program. This role oversees fraud governance, fraud risk assessments, fraud risk appetite, key risk indicators (KRIs), management reporting, and partner oversight activities across the Bank's products, programs, and partner relationships. Works closely with risk, compliance, operations, BSA/AML, and other stakeholders to identify, assess, monitor, and escalate fraud risks and support the continued maturity of the Fraud Risk Management Program. The role serves as the primary owner of the Fraud Risk Management Program and related governance processes.
Qualifications:
Education: Bachelor's degree in Finance, Accounting, Business Administration, Risk Management, Criminal Justice, or related field. Master's Degree preferred.
Licenses/Certifications: Certified Fraud Examiner (CFE) preferred.
Experience: Minimum of 10 years of experience in fraud risk management, financial crimes, operational risk, compliance, payments risk, or related disciplines.
Essential Functions:
  • Leads fraud governance routines and management reporting processes.
  • Maintains fraud-related policies, standards, and procedures.
  • Coordinates fraud risk management activities across business, risk, compliance, and third-party risk management functions.
  • Maintains fraud risk assessment methodologies and fraud typology frameworks.
  • Oversees periodic fraud risk assessments across partners, products, and programs.
  • Identifies emerging fraud risks, trends, and control weaknesses and ensure appropriate escalation and remediation.
  • Maintains fraud KRIs and supporting management information.
  • Develops and delivers fraud reporting to Executive Management and Board committees.
  • Recommends corrective actions when fraud performance exceeds established thresholds.
  • Establishes and maintains fraud risk management expectations for partners and service providers.
  • Reviews fraud performance, reporting, and control effectiveness across partner relationships.
  • Supports partner due diligence, onboarding, ongoing monitoring, and issue management activities.
  • Evaluates partner fraud capabilities, controls, tools, and monitoring practices.
  • Oversees fraud reporting, trend analysis, and performance monitoring activities.
  • Monitors fraud losses, fraud typologies, emerging threats, and partner performance.
  • Supports the development and enhancement of fraud analytics, reporting, and data governance capabilities.

Knowledge/Skills/Abilities:
  • Proven management and leadership skills.
  • The ability to coach, counsel, develop, and motivate subordinates.
  • Demonstrated experience designing, implementing, or managing a formal Fraud Risk Management Program, including governance, risk assessments, reporting, and oversight processes.
  • Experience developing and maintaining fraud risk appetite statements, KRIs, thresholds, escalation criteria, and management reporting.
  • Strong understanding of fraud typologies including account takeover, synthetic identity fraud, onboarding fraud, mule activity, scams, unauthorized transactions, and payment fraud.
  • Experience assessing fraud risk across products, partners, programs, processors, and third-party relationships.
  • Experience evaluating fraud controls, fraud monitoring strategies, onboarding controls, identity verification controls, investigation processes, and fraud reporting programs.
  • Experience presenting fraud risk issues, trends, and recommendations to executive management and board-level committees.
  • Strong understanding of payment products and services, including card, ACH, wire, real-time payment, prepaid, payroll, and other digital payment environments.
  • Experience within a sponsor-bank, fintech partnership, payments, processor, program manager, card issuing, or related environment.
  • Experience establishing partner fraud expectations, conducting partner fraud assessments, and overseeing ongoing fraud performance monitoring.
  • Experience integrating fraud risk considerations into due diligence, onboarding, and third-party risk management processes.
  • Experience developing fraud typology frameworks, fraud risk assessment methodologies, and portfolio-level fraud reporting.
  • Experience supporting regulatory examinations, independent reviews, or audits involving fraud risk management, payments risk, or third-party oversight.
