Job Description

Position:      Technical Writer

Location:     445 12th Street SW,  Washington, D.C.

Duration:     12 Months

 

General Responsibilities:

  • The contractor shall organize material and complete writing assignments according to set standards/policies regarding order, clarity, conciseness, style, and terminology. The contractor

personnel shall be proficient in the following skills:

  • Acquisition expertise - this includes writing, critical thinking, problem solving, quality control analysis, analytic skills, written comprehension, written expression, deductive reasoning and creativity.
  • The contractor shall develop AS-IS and TO-BE business/systems process artifacts and identify gaps within the acquisition business processes to assist the FCC in creating an enterprise-wide acquisition functional requirements document.
  • The contractor shall work with the FCC to develop a project plan to include a schedule in developing the contract deliverables in accordance with the contract. The contractor shall participate and engage in various workshops and meetings to compile and document the acquisition business/systems processes.
  • The contractor shall document business/systems processes that may integrate and/or interoperate with other business domains (financial, bureaus, offices, external federal systems)
  • The contractor shall include wiring diagrams and other visual aids to support the text documentation within the written artifacts. Software applications/tools shall be coordinated with the FCC to ensure the documents are editable, viewable, and compatible within the FCC IT infrastructure.
  • The contractor shall analyze developments in the acquisition field to determine the need for revisions in previously published materials and shall assist in the development of new material. The contractor shall write in a clear, non-personal style and shall research all applicable topics.
  • The contractor shall maintain electronic records and files of all work and revisions.
  • As directed by the COR, the contractor shall edit, standardize, or make changes to material prepared by the FCC and prepare new material.
  • The contractor shall review current documents and recommend revisions or changes in scope, format, and content.
  • The contractor shall observe production, developmental, and experimental activities to determine operating procedure and detail.

Minimum Qualifications & Experience:

  • Education and Training -- Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training

effects.

  • Bachelor's degree with an emphasis in Technical Writing, English, Computer Science, and/or Business.
  • 5-10 plus years of experience in Federal Procurement and knowledge of the Federal Acquisition Regulations.
  • 5-10 plus years of experience in Information Technology and knowledge of the Chief Information Officer's Federal Policies.
  • 5-10       plus years of experience in developing business/system artifacts for federal business systems to include contract writing systems
