TITLE
CHIEF FINANCIAL OFFICER (CFO)
POSITION TYPE

Range: $150,000-$200,000 but may be negotiable based on experience
PRIMARY FUNCTION
Serves as the chief financial advisor to the Superintendent and School Board and provides executive leadership for all financial operations of the School Division. Responsible for the proper accounting and reporting of financial activities of the School Division; financial administration of the operating and capital improvements budgets; the preparation of the operating and capital improvements budgets based on the Division Superintendent's direction; management of accounts receivable, accounts payable, payroll and risk management; coordination of audits of School Board funds and student activity funds. Also functions as the primary monitor of revenue trends and events affecting federal, state and local revenue streams.
MINIMUM QUALIFICATIONS
  • Certified Public Accountant (CPA) preferred.
  • Master's degree in Accounting, Finance, Business Administration, Public Administration, or related field preferred.
  • Minimum of seven (7) years of progressively responsible financial management experience, including supervisory experience, preferably within a governmental or educational organization.
  • Experience in governmental accounting, budget development, financial forecasting, grant management, and capital planning.
  • Demonstrated experience presenting financial information to governing boards, elected officials, and community stakeholders.
  • Experience in public school finance preferred.
  • Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

KNOWLEDGE, SKILLS AND ABILITIES
  • Thorough knowledge of Governmental Accounting Standards Board (GASB) requirements.
  • Thorough knowledge of federal and state grant compliance requirements.
  • Knowledge of school finance, Standards of Quality (SOQ) funding, and Virginia public school budgeting practices.
  • Ability to develop long-range financial forecasts and financial models.
  • Ability to present complex financial information to diverse audiences, including elected officials and community stakeholders.
  • Ability to lead organizational change and continuous process improvement initiatives.
  • Thorough knowledge of internal control principles and risk management practices.

REPORTS TO
Division Superintendent
PERFORMANCE RESPONSIBILITIES
  • Serves as a member of the Superintendent's executive leadership team and advises the Superintendent and School Board on financial, operational, strategic, and legislative matters affecting the division.
  • Provides long-range financial planning and multi-year forecasting to support the School Board's strategic goals and capital priorities.
  • Monitors federal and state legislative activity and evaluates the fiscal impact of proposed legislation, regulations, and funding changes.
  • Promotes financial transparency through the preparation and presentation of financial information to the School Board, County officials, employees, and the public.
  • Develops and oversees the School Board's accounting system and financial reporting in accordance with the Department of Education, Auditor of Public Accounts, and federal regulations.
  • Develops and compiles the School Board's annual budget. Oversees compliance with federal, state, and local budgetary financial reporting, and fiscal accountability requirements.
  • Monitors the financial position of the school division based on enrollment and other data.
  • Annually forecasts operating revenues to be received from the Commonwealth of Virginia, the Federal government, local sources, and the governing bodies.
  • Develops and compiles the School Board's annual Capital Budget and fifteen-year Capital Improvements Program.
  • Directs the preparation and submission of all required annual financial, statistical, and operational reports to the Virginia Department of Education and other regulatory agencies. Coordinates with York County staff, financial advisors, bond counsel, and other stakeholders regarding capital financing, VPSA bond issuances, literary loans, and other funding mechanisms for school construction and renovation projects.
  • Serves as the Plan Administrator of the YCSD Defined Benefit Plan and oversees administration of the plan in coordination with the Supervisor of Benefits and Compensation and Benefits, actuaries, auditors, and legal counsel.
  • Coordinates with Human Resources staff in the financial analysis, administration, and evaluation of employee compensation, health insurance, and benefit programs and provides recommendations regarding plan design, funding, and sustainability.
  • Maintains liaison with York County Planning department on short-term and long-term enrollment forecasts.
  • Coordinates the preparation of the federal Impact Aid applications. Notifies the Superintendent and County of material changes to the Impact Aid program.
  • Administers the School Division's property and liability insurance policies and coordinates administration of risk management activities.
  • Provides guidance to staff in the application of grants and other appropriate funding sources.
  • Coordinates procurement of goods and services for the School Board with Central Purchasing.
  • Oversees operations in the areas of accounting, financial reporting and budgeting.
  • Supervises, plans and coordinates School Board payroll activities.
  • Coordinates the annual audit of the school operating fund, cafeteria fund, construction fund, and school activity funds by an independent accounting firm.
  • Attends and prepares for a variety of scheduled school board meetings and work sessions as required.
  • Prepares various financial reports as requested.
  • Develops accounting and operating procedures related to school activity funds.
  • Oversees cash flow management, banking relationships, investment activities, and treasury functions in accordance with School Board policy and applicable laws.
  • Oversees the banking and reporting activities of school activity funds.
  • Oversees grant administration and the reimbursement of state, federal and local funds
  • Oversees compliance with federal Maintenance of Effort (MOE), Excess Cost, and the annual Special Education Plan.
  • Oversees the training of principals and bookkeepers related to the operating budget and Student Activity Funds (SAF)
  • Consults Code of Virginia, Virginia State Board of Education directives, Virginia Retirement System directives, Internal Revenue Service Tax Laws for Employees Virginia State Auditor of Public Accounts directives, Governmental Accounting Standards Board guidelines, School Division's Policy Manual, for the financial operation of schools for York County.
  • Performs other duties as assigned.

TERMS OF EMPLOYMENT
Twelve months a year. Salary according to School Board Pay Plan.
