Introduction ** THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEE EMPLOYEES ONLY** Purpose The Financial Manager in the Department of Public Works (DPW) organizes, coordinates, directs, and administers the Parking Section's financial activities to ensure its financial health. Essential Functions Financial Management and Administration Develop annual budgets and provide financial management and administration of over $45 million. Manage and monitor operating expenditures for parking enforcement, the City Tow Lot, five parking structures, fifty parking lots, and the parking meter shop.
Monitor revenues from parking citations, parking meters, night parking permits, parking structures, parking lots, miscellaneous leases, tow fees, vehicle auctions, and vehicle disposal. Develop and monitor expenditures of parking capital improvement budget. Track and analyze funds, sales, and usage of the various parking activities; investigate irregular reports or activities.
Investigate methods of increasing productivity to reduce the percentage increase in annual expenditures through the use of technology. Assist with procurement projects and provide analytical assistance. Respond to open records requests.
Testify before Common Council Committees and state legislative committees as needed. Contract Management Manage Parking services contracts for overarching compliance with managers. Respond to complaints of contractors and follow up with management to correct contractor issues.
Meet with contractors regarding technology planned to improve productivity. Oversee contract renewals. Write, bid out, and administer contracts.
Streetcar Support Provide financial analysis for the Streetcar unit. Provide analysis of ridership, research rate methodologies, and monitor accounts. Conduct data reporting for grants.
Organize invoices and ensure timely payments. Parking Management Create and administer contracts and leases for City-owned parking facilities. Create and administer leases for City-owned parking lots and partial spaces in select lots.
Oversee insurance requirements, ensuring they are met and retained. Oversee the Parking Services Supervisors who are tasked with maintaining Parking Structures and Surface Lots. Oversee invoices, ensuring they are sent out and paid per the lease terms.
Prepare bid outs and administer up to three contracts for the plowing and removal of snow, mowing, and lot clean-up for the City's parking lots. Minimum Requirements Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed-term position. Bachelor's degree in finance, accounting, business administration or a closely related field from an accredited college or university. Five years of progressively responsible experience in accounting, budgeting, and/or financial management.
Valid State of Wisconsin Driver's License at the time of appointment and throughout employment. Good driving record at the time of appointment and throughout employment. Equivalent combinations of education and experience may be considered.

Knowledge, Skills, Abilities & Other Characteristics Technical Advanced knowledge of general accounting and finance principles and practices.
Knowledge of statistical and system analysis techniques. Knowledge of budgeting practices and principles to prepare capital and operating budgets. Knowledge of revenue/expense forecasting principles and techniques.
Proficiency using standard computer software and programs such as Outlook and Microsoft Office Suite, including Excel, PowerPoint, and Word. Ability to use Financial Management Information System (FMIS) query functions. Ability to research and develop analytic and statistical methodologies.
Ability to prepare statistical reports with clear and concise recommendations, including the ability to analyze and make recommendations concerning the financial impact of parking programs and operations. Ability to implement changes in work processes with demonstrated improvements and efficiencies. Ability to read, interpret and apply complex rules and regulations.
Leadership and Supervisory Knowledge of supervisory principles and practices. Ability to effectively lead and supervise staff members, including the ability to establish policies and deadlines, set goals and expectations, assign and review work, monitor employee performance, provide training and feedback, and address employee problems. Ability to foster an environment of inclusion wherein all employees are treated respectfully, are valued for their strengths, and feel that they can safely express themselves.
Ability to prepare and efficiently manage a budget and department resources. Communication and Interpersonal Written communication skills to prepare clear and concise business correspondence and reports. Initiative, honesty, integrity, and responsible stewardship of City of Milwaukee resources. Current Salary The current salary range (1KX) is $108,967-$131,235 annually, and the resident incentive salary range for City of Milwaukee residents is $113,326-$136,484 annually. Appointment will be made in accordance with the provisions of the City of Milwaukee Salary Ordinance.
Selection Process THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of related education, experience, and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Employee Relations and the Department of Public Works reserve the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision.
