Position Overview
We are seeking a Mid-Level Financial Management Analyst/Consultant to support PEO C4I / NAVWAR Command clients in San Diego, CA. This is a full-time, onsite position providing financial management and accounting support to U.S. Navy programs.
The selected candidate will work as part of a consulting team to deliver high-quality financial analysis and advisory services to government stakeholders. This role blends independent task execution with close, day-to-day collaboration across client and internal teams.
Key Focus Areas
  • Supporting complex Planning, Programming, Budgeting, and Execution (PPBE) and programmatic activities
  • Developing and executing DoD budgets and annual financial spend plans
  • Performing account analysis and reconciliation, variance analysis, financial tracking, reporting, budgeting, and forecasting
  • Advising clients on financial, operational, and programmatic matters

Responsibilities
  • Enter and maintain financial data in government systems (e.g., Navy ERP, Standard Procurement System, and successor systems)
  • Assist with budget formulation, cost tracking, and variance analysis
  • Measure organizational performance and assess program or policy impacts on budgets
  • Research financial, economic, and regulatory factors affecting program funding and execution
  • Ensure compliance with policies and procedures governing budget formulation and spend plans
  • Manage multiple funding types while coordinating with cross-functional stakeholders
  • Prepare and present financial budgets, reports, analyses, and executive-level summaries
  • Develop recommendations and courses of action (COAs) to address financial challenges
  • Interpret and apply financial management policies, regulations, and strategic objectives

Qualifications
  • Bachelor's degree from an accredited institution
  • 3-5 years of Navy/DoD financial management or relevant federal consulting experience
  • Strongly preferred: Department of the Navy experience, including accounting, finance, consulting, NAVWAR financial systems, and PPBE processes
  • Ability to obtain a SECRET government security clearance (TS/SCI may be required for select projects)
