What is a financial controls manager?

Financial Controls Managers are professionals responsible for developing, implementing, and monitoring an organization's internal financial control systems. Their main goal is to ensure the accuracy and integrity of financial reporting, compliance with regulations, and the prevention of fraud or errors. They often collaborate with auditors, oversee risk assessments, and recommend improvements to financial processes. This role is crucial in maintaining transparency and trust in an organization's financial operations.

What are some common challenges faced by financial controls managers when implementing new internal control processes?

Financial Controls Managers often encounter resistance to change from staff when introducing new control procedures, as these can alter established workflows. Balancing rigorous compliance requirements with the need for operational efficiency is also a frequent challenge. Additionally, they must ensure clear communication and training across departments to prevent misunderstandings and maintain adherence to controls. Successfully navigating these challenges requires strong leadership, project management, and interpersonal skills.

Job description

Job Overview

Senior Director, Enterprise Financial Systems (Remote). The executive technology owner responsible for leading the implementation and long‑term operational excellence of Alignment Health’s Oracle Cloud Financials platform – the financial backbone supporting our Medicare Advantage operations. This role serves as the strategic bridge between Digital Technology Services (DTS) and Finance, partnering directly with the CFO, Corporate Controller, and VP of Finance to ensure a reliable, compliant, and scalable financial systems architecture.

Responsibilities
  • Lead Enterprise ERP Implementation and Transformation: Direct end‑to‑end implementation of Oracle Cloud Financials, accountable for scope, timeline, budget, and quality across all financial modules. Ensure seamless integration with adjacent systems (Workday, healthcare‑specific platforms, third‑party financial tools) while minimizing business disruption.
  • Govern Platform Operations and Continuous Improvement: Establish and maintain ITIL‑aligned support frameworks, SLAs, and KPIs for high availability and stability post go‑live. Lead quarterly Oracle Cloud update cycles, regression testing, impact analysis, and adoption of new features to advance finance automation and reduce month‑end close cycle times.
  • Drive Financial Systems Data Strategy and Integration: Oversee data governance for extraction, transformation, and ingestion into the enterprise data lake, ensuring integrity from source to downstream analytics. Partner with DTS Data Engineering and enterprise architecture teams to design scalable, secure integrations between Oracle and all connected platforms, emphasizing Azure‑based infrastructure.
  • Ensure Regulatory Compliance and Financial Controls: Maintain the platform in full alignment with SOX, CMS reporting, HIPAA privacy obligations, and internal SoD frameworks. Serve as primary IT accountability point for internal and external audit activities related to system controls, data lineage, and access governance.
  • Manage Vendor and Systems Integrator Relationships: Own commercial and delivery relationships with Oracle and the implementation SI, driving accountability against SOW deliverables, managing escalations, and optimizing resource allocation. Negotiate and manage multi‑million‑dollar enterprise software and consulting agreements.
  • Align Technology Strategy with Finance Business Objectives: Translate corporate finance strategy into a multi‑year Oracle technology roadmap, ensuring investment decisions, platform capabilities, and automation priorities reflect the organization’s Medicare Advantage growth agenda. Manage TCO for the Oracle financial footprint, including CapEx and OpEx.
  • Build, Lead, and Develop a High‑Performing Team: Recruit, mentor, and retain application technology experts, integration architects, and functional business analysts who collectively own Oracle platform support and enhancement. Foster a culture of innovation, continuous learning, and cross‑functional collaboration.
Supervisory Responsibilities
  • Fulfill supervisory responsibilities per organizational policies and applicable laws, including interviewing, hiring, training, performance appraisal, rewarding, disciplining, and addressing complaints.
Qualifications
  • 10+ years of progressive IT leadership experience, with at least 5 years in a Director or Senior Director capacity managing enterprise financial applications.
  • Demonstrated experience leading at least two full‑lifecycle implementations of Oracle Cloud Financials (ERP) with accountability for scope, integration, and go‑live.
  • Deep functional understanding of core finance workflows: accounting‑to‑report, procure‑to‑pay, order‑to‑cash across GL, AP, AR, Fixed Assets, and Cash Management.
  • Experience managing Systems Integrator relationships and enterprise software vendor contracts.
  • Background in a regulated industry with exposure to SOX, HIPAA, or equivalent compliance requirements.
  • Experience in enterprise or large‑scale healthcare, insurance, or financial services organizations.
  • Preferred: Prior experience in Medicare Advantage, managed care, or health insurance; exposure to Workday and integration points between Oracle ERP and HCM platforms; managing Oracle quarterly cloud update cycles.
Education & Training
  • Education required: Bachelor’s degree in Computer Science, Information Systems, Finance, Accounting, or related field (equivalent professional experience may substitute).
  • Preferred: Master’s degree (MBA or MS in Information Systems) strongly preferred.
  • Preferred: Graduate‑level coursework in healthcare administration, finance, or technology management.
  • Training required: Demonstrated working knowledge of Oracle Fusion Cloud Financials modules through formal implementation experience.
  • Familiarity with ITIL service management frameworks and application to enterprise application support environments.
  • Preferred certifications: Oracle Cloud Platform Application, Oracle Fusion, or Oracle Integration Cloud; PMP or equivalent program management credential; Oracle Financial Consolidation and Close or Oracle Enterprise Data Management certification.
Skills & Competencies
  • Technical / Role‑Specific Skills: Oracle Fusion Cloud Financials (GL, AP, AR, Fixed Assets, Cash Management, EPM); Enterprise Integration Architecture (Oracle OIC, REST/SOAP APIs, FBDI, MuleSoft/Boomi); Financial Compliance and Internal Controls (SOX, SoD, CMS, HIPAA); Cloud Data Architecture and Analytics (Azure Data Lake, Oracle BICC, FRS, Smart View, OTBI); Vendor and Contract Management.
  • IT Service Management / ITIL Frameworks.
