Job description

The Catholic Charities Jacksonville Regional Office is seeking a full-time, non-exempt Emergency Financial Assistance Case Manager. This is a 40 hour a week position, Monday to Friday, 8 am to 4:30 pm, in-office position is located in Jacksonville, FL. The salary range is $21 to $23 an hour, commensurate with experience and qualifications.

Job Summary
Provides direct client services through the Emergency Financial Assistance program to individuals and families experiencing financial crisis. Responsible for intake, assessment, eligibility determination, case management, and coordination of emergency assistance services in accordance with agency policies, grant requirements, and best practices. Works to stabilize households, prevent homelessness, and promote client self-sufficiency while maintaining dignity and respect for all served.
Essential Duties and Responsibilities
  • Conduct client intake, screening, and comprehensive needs assessments to determine eligibility for emergency financial assistance programs.
  • Provide case management services, including development of individualized service plans focused on stabilization and prevention of homelessness.
  • Determine client eligibility and process financial assistance requests in compliance with program guidelines, funding source requirements, and agency policies.
  • Coordinate payment of approved assistance to vendors (e.g., landlords, utility companies) in collaboration with Finance staff.
  • Maintain accurate, timely, and complete client records, documentation, and case notes in required databases and files.
  • Ensure compliance with all grant, contractual, regulatory, and agency requirements related to service delivery and documentation.
  • Provide referrals to internal and external resources, including housing, food assistance, employment, benefits, and supportive services.
  • Educate clients on budgeting, financial literacy, and available community resources as appropriate.
  • Monitor client progress and follow up to assess outcomes and ongoing needs.
  • Participate in case reviews, team meetings, and supervision as required.
  • Prepare required reports, statistics, and documentation for program monitoring and evaluation.
  • Participate in outreach activities and community collaboration related to emergency assistance services.
  • Maintain professional boundaries and ethical standards in all client interactions.
  • Other duties as assigned.

  • Comply with regulatory, statutory, contractual, grant and Agency standards for timeliness, completeness and accuracy when preparing and maintaining paperwork and required reports.
  • Comply with Diocesan and Catholic Charities Bureau, Inc. general policies, regulations, and procedures.

Required/Preferred Education and Experience
  • Bachelor’s degree in social work, human services, sociology, psychology, or a related field required.
  • A minimum of 2–4 years of case management or direct service experience in a nonprofit or social services setting.
  • Experience working with emergency assistance, housing stability, or low-income populations preferred.
Other Requirements
  • Clear a Level II background screening.
  • Clear a reference check (professional and personal)
  • Clear a local background check from the county in which you reside.
  • Clear an annal Motor Vehicles Records check.
  • Provide proof of and maintain a minimum personal auto insurance according to agency standards.
  • Provide a copy of all certifications prior to your first day of employment.
  • Clear an E-Verify check.
  • Valid Florida state driver’s license and a reliable car.
Driving and Travel
  • 20% travel is required for this job.
  • This position requires that you drive your personal automobile or vehicle on agency business on behalf of Catholic Charities Bureau, Inc. Therefore, you must be at least 21 years old and have a current valid Florida Driver’s License with no more than 5 points on your Florida driver’s license within the last three years and no DUI convictions. You are required to carry automobile liability insurance in the amount of at least $50,000 for each person, $100,000 for each accident or occurrence for bodily injury, and $25,000 for property damage. Additionally, if transporting children, employees must be at least 25 years old and have increased limits of 100/300/50.
