Director of Finance

POSITION SUMMARY

The Director of Finance leads the financial operations of the organization and ensures strong fiscal stewardship, compliance, and transparency. This role oversees financial reporting, budgeting, cash management, audits, and internal controls while partnering with senior leadership to support strategic decision-making.

The Director of Finance supervises the Staff Accountant, Accounting & Weatherization Specialist, and Accounts Payable Specialist and serves as a key advisor to the Executive Director and Board Finance Committee.

ESSENTIAL FUNCTIONS

Financial Leadership & Strategy

โ€ข Lead the organizationโ€™s financial strategy, ensuring fiscal sustainability and responsible stewardship of funds.
โ€ข Develop financial policies, procedures, and internal controls to safeguard organizational assets.
โ€ข Provide strategic financial guidance to the Executive Director and leadership team.
โ€ข Translate financial data into meaningful insights for organizational planning and decision-making.

Financial Reporting & Compliance

โ€ข Manage the full financial reporting cycle, ensuring timely and accurate monthly, quarterly, and annual reports.
โ€ข Ensure compliance with nonprofit accounting standards, federal and state regulations, and grant requirements.
โ€ข Oversee all external audits, fiscal monitoring visits, and tax-related reporting.
โ€ข Maintain strong internal controls and ensure adherence to fiscal policies and procedures.

Budgeting & Forecasting

โ€ข Lead the annual organizational budgeting process and ongoing forecasting.
โ€ข Partner with program leaders to develop and manage program and departmental budgets.
โ€ข Monitor financial performance and provide variance analysis and recommendations.
โ€ข Support grant budgeting, cost allocation, and financial planning for new funding opportunities.

Cash & Asset Management

โ€ข Oversee cash flow planning and management to ensure operational stability.
โ€ข Monitor receivables, payables, and liquidity to maximize financial efficiency.
โ€ข Ensure proper purchasing controls and fiscal accountability across the organization.

Grant & Regulatory Reporting

โ€ข Prepare and submit financial reports to regulatory agencies, funders, and leadership.
โ€ข Ensure compliance with federal, state, and local grant regulations and reporting requirements.
โ€ข Oversee the complete 1099 process from W-9 collection through electronic filing.

Vendor & External Relations

โ€ข Serve as the primary financial contact for vendors and financial partners.
โ€ข Support contract review and fiscal monitoring of external partners and service providers.

JOB REQUIREMENTS

  • Minimum bachelorโ€™s degree in business administration or equivalent with a concentration of accounting and measurable experience.
  • Commensurate financial reporting, budgeting, and cash management experience. Commensurate accounts payable and payroll experience.
  • Abila accounting system experience a plus.
  • Not for profit experience preferred.
  • Highest ethical standards.
  • Sound decision making and problem-solving skills.
  • Ability to work independently.
  • Ability to communicate effectively, both written and verbal.
  • Adaptability to a changing environment.

INDEPENDENT ACTIONS AND JUDGEMENT

Actions are controlled by Community Action policies and procedures, and by-laws governing non-profit organizations.

WORKING RELATIONSHIP

Work with all levels of management, Community Action personnel, and general public. Position demands high levels of courtesy, diplomacy and tact.

WORKING CONDITIONS

Work is performed in a standard office environment. May be required to work, beyond regular office hours to meet deadlines and the needs of the population the organization serves
