Get to Know the Opportunity:
As a member of Voya's Retirement RFP Team, the RFP Governance Manager plays a critical leadership role in overseeing the operational administration and data management of proposal operations. This role partners closely with the RFP Director to define and execute strategy for data management and reporting, while ensuring strong governance across RFP tools, content, and processes. The RFP Governance Manager leads key support functions including Database Specialists, RFP Administration, and Metrics Reporting resources, driving alignment to organizational goals-particularly the effective use of AI, automation, and scalable operational practices.
The Contributions You'll Make:
  • Serve as Super User and administrator for the RFP automation platform (Responsive), driving adoption and best practice usage
  • Lead and manage Database Specialist, RFP Administration, and Metrics Reporting resources, ensuring alignment to team priorities
  • Establish and execute data governance strategy in partnership with the RFP Director, including oversight of reporting frameworks and KPIs
  • Collaborate with SMEs and Consultant Relations to define and maintain a cadence for content updates and reviews to ensure data accuracy
  • Drive adoption of automated content review workflows to support proactive and timely content maintenance
  • Conduct content audits to assess health, usability, and effectiveness of the content library, including identifying duplicate or stale content
  • Develop new RFP content, translating complex or technical information into clear, concise, and compelling responses
  • Analyze win/loss data and marketing materials to identify trends, share insights, and recommend strategies for continuous improvement
  • Perform formatting, proofreading, and editing to ensure proposals meet high-quality standards and align with company branding
  • Identify and implement process improvements, contributing to the development and rollout of best practices
  • Create and deliver training on RFP tools, processes, and proposal best practice standards
  • Establish and maintain comprehensive documentation of RFP processes and operational procedures
  • Partner with Retirement leadership to define KPIs and oversee reporting execution
  • Monitor industry trends and regulatory changes to ensure proposal content and processes remain current and compliant
  • Coordinate cross-functional initiatives with Legal, Compliance, Marketing, Technology, and other stakeholders
  • Serve as an escalation point for complex RFP issues, providing guidance and resolution
  • Support business development by collaborating with sales, product, and client service teams on strategic opportunities
  • Champion innovation by evaluating and recommending new tools, technologies, and methodologies
  • Ensure strong data security and confidentiality practices across all proposal and client information
  • Oversee administration of the Voya Fleet Management program in accordance with defined standards
  • Mentor and develop team members through coaching and feedback
  • Perform other duties as assigned

Minimum Knowledge & Experience:
  • Bachelor's degree or equivalent experience
  • Strong research, decision-making, and organizational skills
  • Excellent written and verbal communication skills
  • High attention to detail and accuracy
  • Self-starter with the ability to prioritize and manage multiple workloads independently
  • Proficiency in Microsoft Office 365 (advanced user capabilities)

Preferred Knowledge & Experience:
  • 7+ years of RFP or sales proposal experience
  • Leadership or people management experience
  • Understanding of the retirement industry and Voya products and services
  • Experience with proposal automation tools, particularly Responsive
  • Advanced formatting, editing, and proofreading expertise

Compensation Pay Disclosure:
Voya is committed to pay that's fair and equitable, which means comparable pay for comparable roles and responsibilities.
The below annual base salary range reflects the expected hiring range(s) for this position in the location(s) listed. In addition to base salary, Voya offers incentive opportunities (i.e., annual cash incentives, sales incentives, and/or long-term incentives) based on the role to reward the achievement of annual performance objectives. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Voya Financial is willing to pay at the time of this posting.
Actual compensation offered may vary from the posted salary range based upon the candidate's geographic location, work experience, education, licensure requirements and/or skill level and will be finalized at the time of offer. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
