Contingent IT Lead / Project Manager - Online Workflow Management System (OWMS)
Job Summary
TechTrans International (TTI) is seeking an experienced Full-Time Contingent IT Lead and Project Manager to serve as the primary technical owner of the Online Workflow Management System (OWMS) supporting the Advanced Test and Logistics Support Services contract with the 704th Test Group at Holloman Air Force Base. This position is based in Houston, Texas and supports contract IT operations in coordination with TTI's in-house development team. The IT Lead/Project Manager is responsible for OWMS architecture, AFNET deployment, IL-4 to IL-5 FedRAMP migration planning and execution, system customization through Milestones 1-8, user account management, help desk escalation support, and CMMC Level 2 compliance maintenance. The ideal candidate understands both the technical platform and the mission it supports, and can manage day-to-day system operations while simultaneously driving longer-term development and migration milestones.
Clearance: Secret clearance eligibility preferred. Must be a U.S. Citizen.
Key Responsibilities
OWMS Deployment and Architecture
  • Lead Phase 1 OWMS deployment on an IL-4 unclassified AFNET-accessible enclave, ensuring compatibility with Microsoft Edge Chromium and Google Chrome over HTTPS (Port 443)
  • Develop and execute the plan and timeline to transition the OWMS from IL-4 unclassified to a PKI/CAC-enabled, FedRAMP-certified IL-5 enclave
  • Coordinate AFNET whitelisting, Domain/IP whitelisting, and firewall boundary requests with 704th TSS
  • Serve as the primary technical interface between TTI's in-house development team and the 704th TG for all Air Force-specific system customizations across Milestones 2-8
  • Configure and maintain tiered data storage architecture supporting 6-year records retention and 100% raw CSV export of historical data on demand

Project Management
  • Manage OWMS development milestones on schedule, ensuring each milestone deliverable meets the government's defined success criteria and Acceptable Quality Levels
  • Coordinate with the Program Manager on milestone completion documentation, demonstration planning, and government acceptance
  • Track development tasks, manage in-house developer workload, and escalate schedule risks to the Program Manager proactively
  • Facilitate requirements clarification and solution design discussions between TTI's development team and government stakeholders
  • Document system architecture, development decisions, and configuration changes throughout the contract period

OWMS Administration and User Management
  • Manage all OWMS user accounts, roles, and access permissions for approximately 50 active users across 704th TG squadrons and TTI staff
  • Configure automated triage, routing, unique ID tracking, and approval workflows per prototype requirements
  • Execute user account lifecycle management - onboarding, role changes, inactivity deactivation, and deletion
  • Maintain 99% or greater OWMS uptime and coordinate planned maintenance windows with advance notice to the government
  • Escalate Tier 2 help desk issues from the Systems Analyst/IT Specialist and resolve complex system problems

Cybersecurity and CMMC Compliance
  • Maintain and validate CMMC Level 2 compliance posture across all 110 NIST SP 800-171 practices
  • Ensure FIPS 140-2/3 validated cryptographic modules, TLS 1.3 data in transit, and AES-256 data at rest
  • Implement and maintain DISA STIGs applicable to the OWMS platform
  • Support government cybersecurity reviews and provide system security documentation on request
  • Manage DoD PKI certificates for system-to-system authentication under IL-5 migration

Qualifications
  • U.S. Citizenship required
  • Minimum 5 years of experience in IT project management, systems administration, or web-based platform development and administration
  • Demonstrated experience managing CMMC Level 2 or NIST SP 800-171 compliance
  • Experience with FedRAMP authorization processes or IL-4/IL-5 cloud environment transitions
  • Experience managing software development teams or coordinating development milestones
  • Working knowledge of web application architecture, cloud hosting, and AFNET integration requirements
  • Bachelor's degree in Information Technology, Computer Science, Information Systems, or related field; equivalent experience considered

Work Location
This position is based in Houston, Texas. Work is performed remotely in coordination with TTI's in-house development team and in support of on-site contract operations at Holloman Air Force Base, New Mexico. Periodic travel to Holloman AFB may be required for system deployment, government IT coordination, and milestone demonstrations.
