Job description

FedEx is hiring a Vice President, State and Local Government Affairs to lead our engagement with state and local governments across the United States. Reporting into the executive vice president/general counsel/secretary of FedEx Corporation, this executive will serve as FedEx's principal advocate and senior strategist on the state and local legislative, regulatory, and political issues that shape how we operate, invest, and serve customers in every community where we do business. This is a high-visibility leadership role for an experienced government affairs executive who can think strategically, cultivate trusted relationships at the highest levels of state governments, and translate complex policy environments into clear action for one of the world's largest logistics companies.

Essential Functions:

  • Set the strategy. Develop and execute a comprehensive multi-state government affairs strategy aligned with FedEx's enterprise priorities and federal advocacy posture.

  • Advocate for FedEx. Engage directly with governors, state legislators, attorneys general, regulators, and municipal leaders on issues spanning aviation, transportation, taxation, workforce, infrastructure, and innovation.

  • Lead the team. Develop, mentor, and direct a team of in-house government affairs professionals and a nationwide network of contract lobbyists and outside counsel.

  • Advise the enterprise. Serve as the senior internal voice on state and local political and regulatory risk, briefing executive leadership and, where appropriate, the Board of Directors.

  • Coordinate across the enterprise. Partner closely with subject matter experts (SMEs), including Federal Government Affairs, Regulatory Affairs, Regulatory Operations, Legal, Tax, Communications, and other business units across the enterprise to ensure FedEx speaks with one voice.

  • Build coalitions. Represent FedEx in trade associations, business coalitions, and public forums; coordinate with SMEs to develop and deliver written and oral testimony before legislative and regulatory bodies.

  • Manage the program. Partner with the EVP/General Counsel and department leadership to develop and maintain the state and local Government Affairs budget, oversee compliance with all lobbying, ethics, and campaign-finance laws, and ensure ethical advocacy in every jurisdiction.

  • Ability to travel extensively for the purpose of maintaining significant presence during active legislative sessions.

Preferred Qualifications:

  • Advanced degree (J.D., M.P.P., M.P.A., or M.B.A.).

  • Prior service in a governor's office, state legislature, attorney general's office, state agency, congressional office, federal agency, or state focused trade association

  • Established relationships with governors, state legislative leadership, and senior regulators in priority states.

  • Experience briefing corporate boards on political and regulatory risk.

  • Active engagement in national policy organizations (NGA, DGA, RGA, NCSL, CSG, US Conference of Mayors, RAGA and DAGA) or other relevant industry and state focused trade associations.


Minimum Education

  • Bachelor's degree in business administration, political science, public policy, law, or a related field.

Minimum Experience

  • 10+ years of progressively responsible experience in government affairs, lobbying, regulatory affairs, or related legislative or executive-branch roles, including at least 5 years in a senior leadership capacity.
  • Demonstrated lobbying experience in aviation, transportation, taxation, or other heavily regulated industries.
  • Track record of leading successful advocacy campaigns and managing distributed networks of outside lobbyists and counsel.

Knowledge, Skills and Abilities

  • Extensive knowledge of state and federal political financing, lobbying disclosure, and ethics laws.
  • Outstanding written and oral communication skills; comfort presenting to executives, boards, elected officials, industry groups, and various external stakeholders.
  • Sound political judgment, discretion, and an unwavering commitment to ethical advocacy.
