Job description

Titan Technologies is seeking a Proposal Manager to manage assigned Federal proposals from solicitation release through submission. The Proposal Manager will coordinate contributors across Capture, Business Development, Operations, Contracts, Pricing, solution teams, subject matter experts, and subcontractors. This role is best suited for a hands-on proposal professional who can build a disciplined plan, maintain compliance, improve draft quality, and keep a distributed team moving toward a deadline.
The successful candidate will independently manage small and mid-sized responses and support senior proposal leadership on more complex bids. The role requires sound judgment, clear communication, strong writing and editing skills, and the ability to manage several priorities without losing control of requirements or deadlines. This is a sole contributor role with no direct reports.
Duties and Responsibilities:
Proposal Planning and Execution
  • Manage the proposal development process for assigned Federal RFPs, RFIs, RFQs, task orders, and other requests.
  • Analyze solicitation instructions, evaluation criteria, attachments, amendments, and contractual requirements to identify response obligations and risks.
  • Build and maintain proposal schedules, compliance matrices, annotated outlines, proposal plans, action trackers, and responsibility assignments.
  • Plan and facilitate proposal kickoffs, daily stand-ups, working sessions, solution meetings, and review sessions.
  • Coordinate writers, reviewers, solution leads, pricing, contracts, and production resources to meet established milestones.
  • Track open actions, dependencies, content gaps, and resource constraints; resolve routine issues and escalate material risks early.
  • Manage final editing, formatting, quality control, and submission activities in coordination with proposal leadership.

Proposal Strategy, Content, and Reviews
  • Partner with Capture Managers and Solution Leads to apply win themes, discriminators, customer priorities, and proof points throughout the response.
  • Develop outlines that map solicitation requirements and evaluation factors to Titan's solution, experience, and evidence.
  • Write, edit, and restructure proposal content to improve responsiveness, clarity, consistency, and readability.
  • Coordinate development of executive summaries, management and technical approaches, staffing and transition plans, past performance, resumes, and corporate experience sections.
  • Maintain a complete compliance matrix covering instructions, evaluation criteria, page limits, forms, attachments, and submission requirements.
  • Support Pink, Red, Gold, and other reviews; consolidate comments, assign actions, and verify that approved changes are incorporated.
  • Perform final checks across technical, contractual, and price volumes to identify inconsistencies, omissions, and submission risks.

Team Coordination and Process Improvement
  • Serve as the central point of coordination for assigned proposal teams and maintain clear, timely communication with contributors and leadership.
  • Work effectively with executives, technical specialists, operational leaders, and geographically distributed teams.
  • Manage multiple proposal activities with competing deadlines while protecting quality and compliance.
  • Maintain proposal files, version control, templates, reusable content, resumes, past performance references, and other knowledge assets.
  • Capture lessons learned and support updates to proposal tools, templates, and operating practices.

You MUST have:
  • At least 4 years of Federal proposal development experience, including direct responsibility for managing proposal schedules, compliance, reviews, and production.
  • Experience supporting proposals from solicitation release through final submission.
  • Working knowledge of Federal RFPs, RFIs, RFQs, task orders, IDIQs, and proposal compliance requirements.
  • Strong writing and editing skills, including the ability to improve content produced by technical and nontechnical contributors.
  • Demonstrated ability to manage deadlines, follow up on commitments, and maintain accurate proposal records.
  • Strong proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
  • Ability to work independently and coordinate distributed teams in a deadline-driven environment

Education:
  • Bachelor's degree or equivalent combination of education and relevant experience.

It's GREAT if you also have:
  • Experience supporting Department of Defense and Federal Civilian opportunities.
  • Experience with task order proposals and Federal GWAC or IDIQ vehicles.
  • Experience supporting proposals for enterprise IT, managed services, data and analytics, systems engineering, cybersecurity, or contact center operations.
  • Experience facilitating formal proposal reviews and managing comment resolution.
  • Experience with collaboration and work-management tools such as Microsoft Teams, SharePoint, Loop, Smartsheet, or similar platforms.
  • APMP Foundation-level certification or demonstrated knowledge of APMP practices.
  • Active U.S. Government security clearance.
