Position Overview:
We are seeking an experienced Federal Program Manager (PM) to serve as the single point of accountability for the execution of a DoD Task Order supporting the Defense Counterintelligence and Security Agency (DCSA), overseeing Agile delivery, operational sustainment, and continuous enhancement of a mission-critical investigative imaging system within a DoD Software Factory environment.
*U.S. Citizenship is required.*
Key Responsibilities:
  • Lead Agile/DevSecOps program execution, including sprint planning, backlog prioritization, and Program Increment (PI) coordination
  • Manage performance against PRS metrics (e.g., deployment frequency, MTTR, defect resolution, velocity predictability)
  • Serve as primary interface with the Government (COR, Product Owner), ensuring alignment with mission priorities and user needs
  • Oversee 24/7 production support operations, ensuring system availability and responsiveness
  • Manage risk, quality, and cost control, including compliance with QCP, QASP, and CSDR reporting requirements
  • Coordinate cross-functional teams (engineering, cybersecurity, infrastructure, and operations)
  • Ensure delivery of required artifacts (roadmaps, backlog, reports, documentation)

Required Qualifications:
  • Active Top Secret clearance with SCI eligibility
  • PMP certification
  • 10+ years of experience managing Information Technology or software delivery programs
  • Experience managing programs within AWS cloud environments, preferably in DoD IL5 or FedRAMP-authorized environments
  • Demonstrated experience leading Agile software development (Scrum/SAFe)
  • Experience managing cloud-based systems (AWS or similar)
  • Experience managing DevSecOps environments and CI/CD-driven delivery

Desired Qualifications:
  • SAFe Agilist (SA) or PMI-ACP certification
  • Experience supporting DoD Software Factory environments
  • Familiarity with Jira, Confluence, GitLab
  • Experience supporting mission systems with high-availability SLAs
  • Familiarity with AWS services supporting enterprise applications (e.g., EC2, S3, IAM, RDS)
  • Experience managing delivery in cloud-based DevSecOps ecosystems
