Job description

Program Manager

Intelligence Federal is a fast-growing government contracting company specializing in professional staffing and consulting services for federal agencies nationwide. We are seeking a Junior Program Manager to help drive excellence across our portfolio of federal contracts, ensuring high-quality performance, compliance, and successful customer outcomes.

This is not a contract-specific position. Instead, you will play a key role at our corporate headquarters, supporting multiple programs and working closely with teams across the organization. If you're looking for a position that combines leadership, operations, recruiting, business strategy, and client support, this is the opportunity for you.

At Intelligence Federal, collaboration is at the heart of everything we do. Our team members wear many hats and thrive in a dynamic environment where flexibility and initiative are valued. One day, you may be partnering with Accounting to review contract financials, onboarding new employees alongside HR, or supporting Operations with client deliverables. The next, you could be helping recruit key personnel for a proposal, assisting Business Development efforts, or contributing to the company's social media and branding initiatives.

We're looking for someone who is resourceful, adaptable, and eager to learn. The ideal candidate is a problem-solver with a positive, can-do attitude who enjoys taking ownership, building relationships, and jumping in wherever needed to help the team succeed. If you're excited by variety, motivated by growth, and ready to make a meaningful impact within a rapidly expanding company, we'd love to hear from you.

This is a full-time opportunity and eligible for benefits through Intelligence Federal. Our company was named one of the Best Places to Work in 2024 by the Washington Business Journal.

Location: Hybrid, reporting to our Tysons, VA office twice per week

JOB DUTIES, INCLUDING BUT NOT LIMITED TO:
  • Plan, coordinate, and execute work across multiple federal contracts, ensuring successful delivery of services, customer satisfaction, and contract compliance.
  • Serve as the primary liaison between company leadership, customers, subcontractors, and contract personnel.
  • Direct, mentor, and support project team members, fostering a culture of accountability, collaboration, and continuous improvement.
  • Monitor contract performance, deliverables, schedules, staffing levels, and budgets to ensure program objectives are achieved.
  • Identify contract risks, performance issues, and operational challenges; develop and implement corrective actions and mitigation strategies.
  • Ensure compliance with contract requirements, government regulations, company policies, and quality standards.
  • Support recruiting, hiring, onboarding, training, and supervision of contract personnel.
  • Lead regular program reviews and provide status updates, performance metrics, and recommendations to company leadership.
  • Participate in all phases of the business development lifecycle, including capture planning, proposal development, staffing strategy, and transition activities.
  • Establish, implement, and enforce program processes, work standards, and best practices.
  • Manage contractual, financial, administrative, and operational aspects of assigned programs.
  • Collaborate with HR, Accounting, Operations, and Business Development teams to support company-wide initiatives and strategic objectives.
  • Assist with corporate compliance efforts, including maintenance of quality certifications and process improvement initiatives such as ISO and CMMI.
  • Support contract startups, transitions, and closeout activities as needed.
  • Perform other duties as assigned in support of company growth and operational excellence

Qualifications and Requirements:

  • Bachelor's degree from an accredited college or university.
  • Minimum of three (3) years of experience leading or managing teams in a professional environment.
  • Program or project management experience supporting federal government contracts strongly preferred.
  • JD or legal background a plus, but not required
  • PMP certification preferred. Candidates without a PMP must be willing to obtain certification within a specified timeframe.
  • Working knowledge of Federal Acquisition Regulations (FAR) and government contracting practices.
  • Experience managing budgets, schedules, staffing, and contract performance metrics.
  • Strong analytical, problem-solving, and decision-making skills with the ability to manage multiple priorities simultaneously.
  • Excellent written, verbal, and interpersonal communication skills, including the ability to interact professionally with government customers and executive leadership.
  • Demonstrated ability to thrive in a fast-paced, entrepreneurial environment and adapt to changing priorities.
  • Strong organizational skills and attention to detail.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
  • Experience supporting proposal development, recruiting, staffing, or business development efforts is a plus.
  • Familiarity with ISO, CMMI, or other quality management frameworks is preferred.
  • Must be a proactive self-starter with a positive attitude and a willingness to roll up their sleeves and contribute wherever needed.
