The Black & Veatch Federal Business is grounded in history and engineering the future. Our primary areas of focus include: Architecture/Engineering (A/E) and Classified Design Services, Construction Designer of Record (DOR) Services, Environmental Services, and Integrated (multi subcontract) Services. 
Typical client base includes Department of Defense (DoD), United States Army Corp of Engineers (USACE), United States Air Force (NAVFAC), and many private companies in the Federal arena where Black & Veatch frequently teams for project execution in joint venture (JV) roles or utilizes a sub/prime contracting arrangement. 

The Opportunity

The Federal Project Manager will function in a project leadership capacity on Department of Defense contracts. In this role you will:

  • Manage multiple small to medium sized Services projects
  • Manage multiple Federal clients and/or projects
  • Support aspects of Business Development Obtaining new/repeat business on medium size projects; supports contract negotiations with client peers
  • Reduce risk to B&V by managing profit on fixed price engineering projects, managing risk implementing new technology or working with new clients
  • Act as a project manager. Among responsibilities is management of a project team. The individuals comprising this team may vary by project.

Preferred Qualifications

The ideal candidate will have prior experience with facilities and infrastructure projects for DOD, Air Force, and/or other Federal agencies/entities such as USACE, including developing qualifications packages, implementing UFC and FC requirements into DoD projects, understanding and implementing Federal Acquisition Regulations (FARs), and experience with full design projects (design-bid-build).  We are looking for candidates with:

  • 10+ years' experience working with A/E design teams associated with the U.S. Department of Defense
  • Experience with full project lifecycle from proposal to design to construction
  • Professional Engineer (PE) License or Registered Architect (RA)
  • Experience with AFCEC, NAVFAC and/or USACE
  • Ability to obtain a Security Clearance
  • Experience with Business Development, Business Acumen, Execution and Leadership as referenced in the Key Responsibilities below
Minimum Qualifications
  • Bachelor's degree or equivalent experience.

Key Responsibilities
  • Manages multiple small to medium sized Services projects, and/or a small EPC project. 
  • Manages multiple clients and/or projects. 
  • Obtains new/repeat business on medium size projects; supports contract negotiations with client peers. 
  • Manages risk which may include fixed price engineering, new technology or new clients.
  • Business Development - Identifies client requirements. Develops and maintains relationships with clients. Lead project team preparing and presenting project estimates and proposals including scope, cost, and schedule according to client requirements and bid processes.
  • Business Acumen - Negotiates contract commercial terms. Manages project budgets, costs, and receivables. Manages contracts and legal issues. Analyzes and reports health metrics as a basis for improvement. Applies knowledge of policies and regulations to project scope. Builds relationships with key stakeholders. Applies value creation.
  • Execution - Utilize B&V project management phases & methodology including, project initiation, planning, execution, monitoring & control, and closeout to direct work. Manages changes and risk on scope, cost, schedule, quality, and safety based on available resources and client requirements. Manages constructability and procurement. Manages warranty plan.
  • Leadership - Communicates clear expectations, goals, and vision. Manages performance of direct reports. Motivates, coaches, and mentors professionals. Delegates project work. Manages conflict and collaboration to achieve results.
