UNIT DESCRIPTION
The Program Support Unit supports the Assistant Director in the overall management of the Victim Services Division (VSD) by providing strategic guidance, analytical support, fiscal oversight, and administrative services to efficiently advance the division's operations. This support includes the management of human resources, budget formulation, property and inventory, executive assistance, IT, operational support, data exploitation, and victim outreach support and notification.
KEY REQUIREMENTS

PHYSICAL DEMANDS
The work is primarily sedentary, although some slight physical effort may be required.
WORK ENVIRONMENT
The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Occasional travel may be required.
MAJOR DUTIES
  • Supports the Victim Services Division (VSD) Victim Notification Programs (Victim Notification System Program, Child Exploitation Notification Program, and Victim Outreach Support and Strategy Program) in strategic program initiatives, business process improvement, program compliance tracking, and additional day-to-day program support; acts as a subject matter expert in victim notifications under The Attorney General Guidelines for Victim and Witness Assistance and the Victim Services Policy Guide.
  • Conducts comprehensive program analysis to develop logical, clear, and well-documented recommendations and conclusions; conducts highly complex process management/program analysis to identify inefficiencies, streamline processes, eliminate redundancies, develop performance measures, and ensure processes meet program requirements.
  • Plans, researches, and analyzes a broad range of program functions that have a direct impact on program operations.
  • Coordinates with internal and external partners and stakeholders to strengthen compliance and program sustainability for the victim notification programs.
  • Presents information/briefs stakeholders at meetings; shares products with executive management, supervisors, and other employees; facilitates discussion to solicit opinions and resolves complex problems and conflicts.
  • Uses quantitative and qualitative analytical techniques to make program recommendations in coordination with the notification program manager; supports the coordination of resulting plans to ensure timely and effective implementation.
  • Supports day-to-day program operations in support of the Program Manager.

Specialized Experience (SE)
GS-12: Applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE is defined as follows:
  • Experience conducting detailed, in-depth analysis of administrative/program activities and present alternatives, conclusions and recommendations to management for the development and execution of proposed activities.

  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months.
