Job Description
The Head of International Policy & Analytics will be responsible for leading the analysis of key international public policy developments and developing policy solutions and strategies to support AbbVie's engagement with policymakers to advance the company's business goals.
The role will include formulating innovative strategies and approaches to address business and public policy challenges and leading cross-enterprise dialogue to generate evidence and develop AbbVie's positions on priority policy issues impacting the company and the broader industry. The role will also ensure alignment across geographical regions, anticipating geopolitical and policy developments to help position AbbVie as a key partner to governments, policymakers, trade associations and other key external stakeholders.
The position will oversee internal processes for analysing international policy that could impact AbbVie and will provide knowledge management, analysis and materials to assist International Government Affairs, Government Affairs Therapeutic Leads and key business partners in their engagement with stakeholders and the implementation of advocacy and business plans.
This is a key leadership role, critical to ensuring that the company not only responds to international policy changes but also actively shapes them.
Key Responsibilities:
  • Lead the International Policy & Analytics team in the development and execution of an international policy strategy aligned with key enterprise priorities. Identify emerging trends and translate them into actionable strategies that can support proactive and reactive external engagement strategies with international stakeholders.
  • Represent International GA to senior executives across commercial, legal, regulatory, MHI, medical affairs, corporate affairs and market access, providing strategic counsel on complex public policy developments with recommendations on key risks and opportunities.
  • Lead the team in developing and implementing a robust monitoring and analytics process to assess impact, inform mitigation strategies and generate evidence and data to support AbbVie's public policy positions. Lead the development of policy documents, resources and other materials to support AbbVie's advocacy.
  • Create and lead internal, cross-functional and strategic working groups that assess public policy proposals for their impact on AbbVie and develop integrated policy positions.
  • Represent International GA in above-brand forums to develop enterprise positions, building capability across the organisation on public policy. Lead and manage the International Policy Council to ensure alignment, awareness and input across the International Therapeutics Business Unit on key policy issues impacting the business.
  • Lead international trade association strategy for AbbVie, acting as the key internal lead for IFPMA and ensuring enterprise alignment on key public policy issues across multiple geographies and trade associations.
  • Support the VP, International Government Affairs and senior ELT members in the development of AbbVie's BCR strategy, identifying opportunities for strategic engagement, providing counsel on key issues and developing support materials and briefings for BCR and IFPMA engagements.
  • Lead and develop a high-performing international policy team and foster a culture of collaboration, agility, strategic thinking and impact.
  • Represent AbbVie in key external engagements with government officials, trade associations, multilateral organizations and other relevant stakeholders.

Qualifications
  • 15 years of experience in progressively more responsible positions in government affairs and/or policy, economics or international relations.
  • Must possess significant experience in public policy with excellent knowledge of international policy and regulations that impact the pharmaceutical industry and an understanding of the policy making process.
  • Must possess strong leadership skills and enjoy working in a collaborative yet highly demanding culture. Must possess leadership capabilities that can drive policy analysis across business functions and develop consensus with key business partners.
  • Must possess strong analytical, critical thinking and interpersonal skills with the ability to translate and present complex concepts both verbally and in writing with clarity and authority.
  • The candidate will have strong strategic thinking skills, offer creative solutions and be required to exercise sound judgement with a flexible and adaptable approach that enables them to work effectively in a fast-changing environment.
  • The candidate must have well-honed political sensitivities and an executive presence necessary to work effectively with high-profile stakeholders internally and externally, including government officials, trade association leaders and multilateral organizations.
  • Preferable experience of having worked in international settings at national, regional or global levels, with knowledge of international healthcare systems, policy making and legislative processes and geopolitical dynamics.
  • Bachelor's degree in fields such as economics, political science or public policy required.
