About the Company

Our client is a nationally recognized construction firm with extensive experience delivering complex projects for government and institutional clients. The company is actively expanding its U.S. Military construction presence in the UK and Europe.

This is a growth opportunity, not a replacement search. With active bids in progress, the company is looking for a senior construction executive who can help develop the business and provide leadership on projects as contracts are awarded.

About the Position

We are seeking a Vice President / Project Executive to support business development and provide senior leadership for U.S. Military construction opportunities across the UK and Europe.

The successful candidate will bring significant U.S. military construction experience and the leadership ability to oversee complex projects valued at $100M+. Experience with both horizontal and vertical construction is essential, particularly airfield infrastructure and facilities construction on military installations.

This position will initially be U.S.-based with frequent international travel. As the company's UK/European project portfolio grows, relocation to the UK may become an option or preference.

Key Responsibilities

  • Provide executive leadership for U.S. Federal construction pursuits and awarded projects in the UK and Europe.
  • Support business development, proposal strategy, client engagement, and active contract pursuits.
  • Lead project delivery from preconstruction through completion and closeout.
  • Establish project execution strategies, staffing plans, schedules, budgets, and performance expectations.
  • Provide leadership across project management, field operations, subcontractors, and project partners.
  • Develop and maintain strong relationships with federal clients, particularly Air Force stakeholders.
  • Oversee project financial performance, schedule, quality, safety, and contractual compliance.
  • Support resolution of major project, contractual, procurement, and operational issues.
  • Coordinate horizontal and vertical construction activities within complex military installations.
  • Represent the company with clients, partners, and senior stakeholders throughout the UK and Europe.
  • Help establish and grow the company's long-term Federal construction presence in the region.

Requirements

  • 20+ years of professional construction experience.
  • U.S. Military construction experience is required.
  • NAVFAC and USACE experience is required.
  • Air Force client/project experience strongly preferred.
  • Experience delivering projects valued at $100M+.
  • Demonstrated experience with both:
    • Horizontal construction: runways, taxiways, airfield infrastructure, and related work.
    • Vertical construction: schools, dormitories, hospitals, administrative buildings, and other base facilities.
  • Previous experience working in the UK or Europe on U.S. Federal projects is a significant advantage.
  • Strong executive-level project leadership and business development capabilities.
  • Excellent communication and relationship-building skills.
  • Ability and willingness to travel frequently throughout the UK and Europe.
  • Willingness to potentially relocate to the UK as the company's international workload grows.
  • Bachelor's degree in Construction Management, Engineering, Business, or a related discipline preferred.
