Job description

Job Description

The Licensing Investigations unit ensures that individuals applying for licensure in New York City's construction industry meet all required legal, regulatory, and ethical standards.
The Supervising Inspector, Licensing Background Investigations will be responsible for background investigations of license applicants. Under supervision, the investigator assists in gathering information, reviewing documentation, and maintaining case records while developing knowledge of applicable laws, rules, and investigative practices; and supervises a team of investigators conducting licensing background investigations.
Under the supervision of the Assistant Chief Investigator, the Supervising Investigator will:
- Supervise, train, and mentor a team of investigators conducting licensing background investigations.
- Assign caseloads, monitor workflow, and ensure timely completion of investigations.
- Assist in conducting background investigations of license applicants, including reviewing submitted materials and verifying basic information.
- Research, request, and obtain relevant documentary evidence from individuals, businesses, and government entities.
- Utilize electronic research databases and internal systems to support investigations of pending applicants.
- Maintain and update case records using computerized case management systems.
- Assist in preparing investigative reports, summaries, and supporting documentation.
- Learn and apply New York City Administrative Code, Construction Codes, rules, regulations, and DOB policies and procedures.
- Respond to routine written and verbal inquiries from the public and applicants.
- Identify and escalate discrepancies or incomplete information to senior investigators.
- Provide administrative and operational support to higher-level investigators and supervisors.
- Participate in training and professional development activities related to investigative practices and regulatory compliance.

Only permanent Associate Investigators, applicants who are reachable on the Associate Investigator promotion list for the Department of Buildings, applicants who passed Associate Investigator open competitive Exam No. 5035, and applicants as indicated below will be considered will be considered.
Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Qualifications

1. A four-year high school diploma or its educational equivalent and five years of satisfactory, full-time experience as an investigator evaluating credit worthiness, searching for assets, verifying information concerning education, experience, and other personal qualifications bearing upon character and fitness for employment, or performing investigations involving the research, compilation and/or location of evidence or information in order to build a case or uncover activities of a criminal, corrupt, unlawful or unethical nature; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory, full-time experience as described in "1" above; or
3. A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience as described in "1" above; or
4. Education and/or experience equivalent to "1", "2", or "3" above.
