Job description

THE SCHOOL BOARD OF MANATEE COUNTY
Local Title: SPECIALIST, CERTIFICATION
State Title: Certification Specialist
JOB DESCRIPTION
JOB GOAL:
To sustain and support the certification and human resource function and compliance issues for instructional personnel for the District and its employees.
QUALIFICATIONS:
  1. Three (3) or more years of relevant experience.
  2. Sixty (60) or more hours of college credit, or equivalent experience. Bachelor's degree and/or Human Resources certification(s) (e.g. PHR) highly preferred.
  3. Must be eligible to substitute within one year of hire or by July 1, 2015, whichever is later. Exceptions must be approved by the Executive Director, Human Resources or a Sub- Group Leader.
  4. Advanced training in the area of certification or instruction highly preferred.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of applicable laws, rules, policies and procedures relative to certification of instructional personnel in Florida. Demonstrated oral and written interpersonal relation skills. Ability to provide accurate information and to respond to questions in an efficient and effective manner.

PERFORMANCE RESPONSIBILITIES:
  1. Assist in completing the certification process of new, prospective, and existing instructional and administrative personnel.
  2. Research and analyze state and local regulations for impact upon district and report findings.
  3. Analyze transcripts, course contents, Board policy, personnel records, work histories, and other pertinent data and counsel employees regarding certification status and alternative certification.
  4. Analyze and interpret certification and compliance standards and provide information on teacher certification to administrators, teachers, applicants, staff and the public.
  5. Maintain a close working relationship with FLDOE certification section officials, building administrators, staff, and counselors at both public and private area colleges and universities.
  6. Advise and assist persons who are registering for courses; provide interpretative assistance with domestic and foreign equivalences.
  7. Advise teachers, administrators, and the public of the effect of legislative and State Board of Education changes to current certification practices.
  8. Communicate with management, teachers, applicants, and the public, both orally and in writing and at all levels.
  9. Serve as one of the district's certification liaisons to the State Department of Education, Bureau of Teacher Certification and other Florida school districts.
  10. Assist in ascertaining that out-of-field teachers are properly reported to the Manatee County School Board and to parents as required by Florida Statutes.
  11. Assist in monitoring out-of-field compliance to ensure that out-of-field teachers are taking required coursework.
  12. Assist with recruiting instructional and substitute personnel, to include recruiting at job fairs, as well as working on the planning and implementing of job fairs.
  13. Assist the Certification and Instructional team members with the facilitation and selection of summer school staff
  14. Assist in state and federal requirements in regard to teacher certification, teacher assignments, and course code numbering.
  15. Respond to inquiries and concerns in a timely manner.
  16. Perform related duties, as required.

PHYSICAL REQUIREMENTS:
Light work: exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as frequently as needed to move objects.
TERMS OF EMPLOYMENT:
Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the District.

Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.
