About this Job
The Division of Administration/Office of Risk Management has a vacancy. This job title has an assigned pay grade of AS-618.
The Executive Management Officer (EMO) serves as the executive advisor and special executive assistant to the Office of Risk Management's (ORM) Unclassified Administrator (Director), within the Division of Administration (DOA), performing highly responsible work requiring independent judgment, discretion, and a thorough understanding of legal, legislative, and administrative processes. This position provides broad support and assistance to the Director and executive leadership team members in managing the detailed and complex issues affecting the agency in order to achieve organizational goals.
This is a challenging and complex position requiring knowledge of a wide array of State laws, ORM operational functions, diverse IT applications and technology systems, and internal and external procedures, problem-solving and communication abilities, and prioritization and time management skills. The EMO supports executive leadership's goal-setting and decision-making and works closely with the Third-Party Administrator (TPA) with regard to claims management information system (CMIS) application and reporting functionality. This position serves as the lead ORM liaison, while working in close collaboration with the Attorney-General Counsel 1 and other ORM members, as indicated, on (1) public records production with the Office of General Counsel; (2) annual Legislative Sessions Bill reviews and responses to the DOA and Legislative Fiscal Teams; and (3) performance audits conducted through the Louisiana Legislative Auditor. The EMO reports to and receives general supervision from ORM's Director.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications
Six years of experience in administrative services; OR
Six years of full-time experience in any field plus three years of experience in administrative services; OR
A bachelor's degree plus three years of experience in administrative services; OR
An advanced degree or a Juris Doctorate plus two years of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
  • Provide high-level operational and policy support to the Director, exercising delegated authority in the coordination and execution of complex and sensitive matters. Perform work requiring independent judgment, discretion, and a thorough understanding of legal, regulatory, and organizational priorities.
  • Coordinate and facilitate the development, review, and implementation of initiatives and projects within the Director's purview. Conduct research, analyze information from internal and external sources, and prepare summaries, briefings, and draft documents for review by executive leadership.
  • Serve as a key point of contact and liaison between the Director and internal leadership, state agencies, elected officials, and representatives of other state and local agencies.
  • Coordinate and facilitate the periodic review and update of ORM rules in the Louisiana Administrative Code. Draft revisions and coordinate with the Attorney-General Counsel 1 assigned to ORM for review and approval, prior to submission to the Office of the State Registrar for publication. Ensure rulemaking efforts align with legislative intent, departmental goals, and operational realities.
  • Direct the preparation, review and distribution of required ORM reports, meeting internal deadlines and coordinating approval from the Commissioner's Office prior to publication or release. Validate all data prior to submission and coordinate with ORM personnel to ensure accuracy and consistency. Analyze report data to highlight variances and make recommendations to the Director regarding operational efficiencies.
  • Coordinate and facilitate legislative bill tracking activities within ORM, ensuring consistency, accuracy, alignment with agency priorities, and timely monitoring of legislation impacting ORM and DOA. Responsibilities include facilitating the identification and assignment of tracked legislation, overseeing the maintenance of legislative summaries and tracking systems, and coordinating the preparation and distribution of daily bill tracking reports. Assist in the coordination and staffing of bill tracking meetings and support executive leadership by providing updates on legislative activity and potential impacts. Inform personnel when specific bills are being heard in committee in the event that ORM representatives must appear for testimony. Ensure compliance with established procedures and advise executive leadership on legislative developments.
  • Monitor reporting, audit readiness, and compliance activities, advise executive leadership of ORM on operational status and recommend corrective actions as needed. Act as the main point of contact, as determined by the Director, with the Louisiana Legislative Auditor, for all audits related to ORM performance, compliance, and program management.
