Job description

Job Title: Management Analyst II Position Number: MA II 001 Location: Washington D.C. Worksite: Washington Naval Yard Status: Full-Time Contingent Upon Award Clearance: Secret Date Added: December 1, 2025 Job Summary: Delivers high-level management, operations research, financial/cost, and program analysis across the entire PMS 408 portfolio (Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW), Joint Explosive Ordnance Disposal (JEOD), Underwater Explosive Ordnance Disposal (UWEOD), Anti-Terrorism Afloat (ATA), ExMed, and future programs) in direct support of Research, Development, Test & Evaluation (RDT&E), procurement, O&S, Foreign Military Sales (FMS), and security cooperation objectives under PEO USC. Duties and Responsibilities:
  • Conduct Analyses of Alternatives (AoA), Business Case Analyses (BCA), cost-benefit studies, and performance metric development
  • Support Program Objective Memorandum/Program Review (POM/PR) submissions, unfunded requirement prioritization, spend-plan execution, and manpower/workload studies
  • Lead or facilitate Lean Six Sigma and continuous process improvement initiatives
  • Provide international program expertise across all phases of FMS case management and cooperative initiatives
  • Participate as a non-voting member in FMS Integrated Product Teams (IPTs) and working groups
  • Advise program leadership on defense policy, security cooperation, Personnel Security (PERSEC), Information Security (INFOSEC), and Operations Security (OPSEC)
  • Assist in classified multi-lateral technical exchanges and Controlled Unclassified Information (CUI)/Classified Military Information (CMI) foreign disclosure determinations per National Disclosure Policy (NDP-1)
  • Review technical papers, briefs, and weapon specification sheets for public release; propose sanitizations/redactions using Security Classification Guides (SCGs)
  • Support export policy development through the Technology Transfer Security Assistance Review Board, Low Observable/Counter Low Observable Tri-Service Committee (LO/CLO TSC), and National Disclosure Policy Committee (NDPC)
  • Review export license requests and provide recommendations to Navy International Programs Office (NIPO)
  • Prepare executive briefings, position papers, and correspondence promoting PMS 408 international objectives

  • Experience: 7 years' experience in engineering/science management, operations research analysis, or financial/cost analysis.
