Description:

JPI is seeking a Civil Engineering Lead to support software sustainment and processes for prioritizing capital projects across the civil engineering enterprise to address executive USCG Leadership mandates as well as Congressional and Government Accountability Office (GAO) directives. The Civil Engineering Lead will provide realty expertise to advise on planning, development, site location, construction management, general contracting oversight, cost control, build-out management and coordination with relevant third parties. Experience supporting Department of Homeland Security (DHS) or U.S. Coast Guard programs is preferred.


This role requires U.S. Citizenship and a Public Trust clearance.

Responsibilities Include:

  • Provide Civil Engineering and realty expertise to advise on planning, development, site location, construction management, general contracting oversight, cost control, build-out management and coordination with relevant third parties (e.g., lessors, general contractors, etc.) for in-process and planned Shore Infrastructure.
  • Provide Civil Engineering expertise on Coastal and Shore Operations (CSO) funds to identify project status, review backlog maintenance projects, and support quarterly Management Effectiveness Visits.
  • Provide Civil Engineering expertise and support for organizational response to Government requests.
  • Provide program support for lease management, tracking and reporting.
  • Provide support to maintain record retention and digitization of program documents relating to USCG engineering and logistics Procurement, Construction, and Improvement (PC&I) and CSO funds.
  • Provide support for the accountability of Real Property assets recorded within USCG operational and financial management systems.
  • Provide project management support as requested.
  • Expertise in design and development of a centralized and integrated workflow and business management system in Power Platform to support and enable key Civil Engineering processes.
  • Provide Civil Engineering and process re-engineering expertise in development, enhancement and sustainment of Decision Lens software including integration across other business processes.


Requirements:
  • Masters Degree in Civil Engineering
  • Professional Engineer (PE)
  • An active PMP certification
  • 10+ years of experience in civil engineering, construction management, Real Property and/or infrastructure management within DHS or DoD.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to work independently and collaboratively with multidisciplinary teams.
