QRF Program Manager – LCSW Peer Support & Veteran Services (SSG Fox SPGP)

The Program Manager for our NineLine QRF Program oversees a team of peer case managers funded through the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program (SSG Fox SPGP), in collaboration with Skagit County, Veterans Memorial Museum, and AmVets. This role is responsible for the development, implementation, and evaluation of support services for Veterans at risk of suicide, with an emphasis on community collaboration, lived experience, and effective peer support delivery.

This position combines program oversight and development, staff supervision, community outreach, grant compliance, and direct client support to ensure that Veterans receive comprehensive, trauma-informed case management. The Program Manager plays a central role in developing service goals, training peer staff, maintaining partnerships, and adhering to both internal standards and grant requirements.


Key Responsibilities

Program & Grant Management

  • Lead planning, implementation, and evaluation of suicide prevention and peer support services under the SSG Fox SPGP.
  • Establish program goals, policies, and procedures aligned with grant objectives and Veteran needs.
  • Ensure compliance with VA grant requirements, including timelines, budgets, and reporting.

Staff Supervision & Support

  • Recruit, train, and mentor peer counselors with lived experience in mental health, substance use, or military service.
  • Provide ongoing supervision and technical assistance to ensure quality service delivery, database oversight, and adherence to policies and procedures.
  • Support staff in documentation, data entry, and timely submission of required paperwork.

Client Services & Case Management

  • Oversee the delivery of peer support services, including mental health assessments and screenings, possible crisis intervention, advocacy, and referrals to federal, state, county, and nonprofit partners.
  • Monitor peer counselor interactions to ensure client-centered, trauma-informed, and culturally competent care.
  • Maintain professional and working relationships with community partners in 15 counties across Western Washington.

Community Engagement & Outreach

  • Cultivate partnerships with Veteran service organizations, hospitals, clinics, and mental health providers to expand program reach.
  • Conduct outreach to identify and engage at-risk Veterans, linking them with appropriate services.
  • Represent the program at community events, stakeholder meetings, and Veteran forums.

Data Management & Reporting

  • Monitor budgets and track expenditures to ensure responsible use of grant funds.
  • Collect, analyze, and report program data to evaluate outcomes and support continuous improvement.
  • Submit regular progress and compliance reports to the Board of Directors and stakeholders, including the Department of Veterans Affairs.


Required Skills & Qualifications

What You Need to Qualify:

  • Master’s degree in social work, counseling or a related program in psychology required.
  • WA state Independent Clinical Licensure in social work or similar independent clinical licensure required.
  • The ideal candidate has at least 1-3 years of related experience in Veteran services.

Experience & Lived Expertise

  • Lived experience with mental health challenges, substance use, or military service is strongly preferred.
  • Prior experience working with Veterans, suicide prevention, or peer support programs is highly desirable.

Program Management

  • Proven ability to manage complex programs, including budgeting, resource allocation, and performance evaluation.
  • Experience overseeing grant-funded initiatives is a plus.

Communication & Interpersonal Skills

  • Strong verbal and written communication skills, including public speaking and conflict resolution.
  • Demonstrated ability to work effectively with diverse populations, including Veterans and their families.

Organizational & Technical Skills

  • Strong organizational skills with the ability to manage multiple priorities, maintain documentation, and ensure timely reporting.
  • Familiarity with electronic health records (EHR), data collection platforms, and virtual communication tools.

Advocacy & Collaboration

  • Deep commitment to advocating for Veterans’ mental health and well-being.
  • Ability to build and maintain positive relationships with internal teams and external partners.
