Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications (OC), Division of Website Planning & Support.
As a Contracting Officer Representative (GS-1101-13), you will conduct complex acquisition tasks, including contract oversight and analysis using qualitative and quantitative methods to analyze and evaluate contract operations/administration.

Duties
Help
  • Preparing contract documents which incorporate required Federal Acquisition Regulations (FAR), HHS, and CMS policies and provisions; requirements for technical proposals; cost data requirements; and all other required data.
  • Developing, selecting, adapting, and employing qualitative/quantitative methods, procedures and systems for assessing the efficiency/effectiveness of recruitment and training contracts, contract policies, and contract practices and procedures.
  • Performing cost/price analysis of contracts, including analysis of cost breakdowns to determine reasonableness and conformance to applicable regulations, directives and policies.
  • Managing project plans, ensuring timely completion of action items and achievement of critical milestones.
  • Monitoring and verifying contractor performance and compliance with terms, conditions, and specifications of the contract.
  • Preparing reports and briefs results and recommendations to program or higher-level management on recruitment and training contracts.

  • One-year probationary period may be required.

Qualifications
ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

Minimum Qualifications, GS-13, You must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Preparing contract documentation to establish scope of customer contractual requirements; (2) Reviewing contractor performance to verify compliance with contract provisions; and (3) Overseeing information technology contracts to provide technical guidance throughout acquisition process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
