The Opportunity

This role sits at the intersection of important risk areas: how Lilly engages with governments, moves regulated goods across borders, and how the company identifies and manages conflicts of interest across a global workforce. This role is built for someone who can operate credibly in all these spaces at once. You will serve as the primary Ethics & Compliance point of contact serving Global Government Affairs and Import/Export/Trade Compliance leadership, while also acting as the operational engine behind the enterprise COI Disclosure Program.

Responsibilities

This position carries dual responsibility: (1) serving as the primary Ethics & Compliance (E&C) point of contact for Global Government Affairs and Import/Export/Trade Compliance functions, and (2) serving as dedicated operational support to the Global Conflict of Interest (COI) Disclosure Program process owner. The role is responsible for building and continuously improving core E&C program capabilities through fulfilling the responsibilities listed below.

Global COI Disclosure Program Support

  • COI Program Management:
    • Support overall program implementation, including global policy updates, technology/AI improvements, proactive disclosure campaigns, and monitoring.
    • Responsible for vendor management and budget coordination for COI tools and systems.
    • Lead COI disclosure training and communications globally.
  • Global Subject Matter Expert (SME) Activities:
    • Conduct and consult on higher risk COI evaluations.
    • Serve as SME for COI investigations.
  • System/Process Hygiene:
    • Ensure the integrity and responsiveness of COI intake systems and case assignment processes.
    • Drive supervisor training compliance across the program.
    • Maintain consistent, compliant COI program materials globally.

Ethics & Compliance Officer - Global Government Affairs & Import/Export/Trade Compliance

  • Serve as the primary E&C point of contact for Global Government Affairs.
  • Serve as the primary E&C point of contact for Import/Export/Trade Compliance.
  • Enable organizational adherence to Lilly's Code of Conduct as well as applicable laws, regulations, and OIG guidance through E&C guidance on overall business strategies, decisions, and activities conducted within the business area, including lobbying, political contribution, and trade compliance (e.g., export controls, sanctions, customs) considerations.
  • Support implementation of the seven elements of an effective compliance program as defined by the Office of the Inspector General.
  • Influence without authority across all levels (M4+) to ensure a culture of compliance within Global Government Affairs and Import/Export/Trade Compliance.
  • Ensure an open and collaborative environment that promotes teamwork, open communication, and collaborative interactions to foster a culture of integrity.
  • Partner cross functionally to enable new capabilities from Global Government Affairs and Import/Export/Trade Compliance.
  • Work cross functionally with business partners including but not limited to Medical, Legal, Regulatory, Privacy, Protect Lilly, Finance, Procurement, and Human Resources.
  • Communicate and influence leadership regarding risk considerations when thinking about new capabilities and innovative ways of conducting business.
  • Lead an annual risk assessment plan for known/emerging risks and influence the quality of mitigating actions, CAPAs, and CAPA execution.
  • Work cross functionally to establish effective training and lines of communication.
  • Lead execution of an annual monitoring plan based on trends/external environment.
  • Prioritize and adapt quickly to external enforcement agency actions and local codes guidance (e.g., Lobbying Disclosure Act, export control regulations).
  • Regularly share external trends and E&C metrics with leadership in Global Government Affairs and Import/Export/Trade Compliance.
  • Provide compliance support as needed for investigations of potential non-compliant activities and support appropriate corrective/preventive actions.
  • Lead/support broader E&C priorities as they emerge in the business.

Basic Qualifications

  • Bachelor's Degree
  • Minimum 5+ years of experience in Ethics and Compliance.
  • Minimum of 3+ years of experience in government affairs/lobbying compliance, or trade compliance.
  • Qualified applicants must be authorized to work in the United States on a full-time basis. Lilly will not provide support for or sponsor work authorization or visas for this role, including but not limited to

Additional Preferences

  • Experience in leading conflict-of-interest frameworks, disclosure systems, or COI evaluation processes; familiarity with Lextegrity is a plus.
  • Juris Doctor (J.D.) or equivalent law degree.
  • Demonstrated history of operating with integrity - candidate must not have had any compliance violations over the last 12 months.
  • Demonstrated ability to consistently apply good judgment to enable quality business decisions.
  • Demonstrated ability to collaboratively influence decisions and outcomes.
  • Demonstrated ability to effectively communicate, lead, and motivate change across all layers of the organization.
  • Demonstrated strategic thinking and ability to effectively operationalize the strategy.
  • Demonstrated ability to translate ambiguity and complexity into relevant, actionable frameworks.
  • Demonstrated ability to work across boundaries and influence without authority.
  • Demonstrated leadership skills (critical thinking, results oriented, etc.), including a strong reputation for integrity and sound judgment.
  • 5+ years of experience within the pharmaceutical or related healthcare industry, preferably with a background in Ethics and Compliance.

Actual compensation will depend on a candidate's education, experience, skills, and geographic location. The anticipated wage for this position is

$154,500 - $226,600

Full-time equivalent employees also will be eligible for a company bonus (depending, in part, on company and individual performance).
