**Position contingent upon contract award** Job Title: DHS Site Lead Location: Santa Ana, CA - Full-time onsite presence with occasional travel to Vermont (10%) Program Overview: Removing aliens present in the United States (U.S.) who have violated U.S. laws is a national public safety priority. To address these threats, Immigration and Customs Enforcement (ICE) formed the Targeting Operations Division (TOD) within the ICE Enforcement and Removal Operations (ERO) directorate.

The primary mission of the TOD is to identify and locate aliens that pose a threat to public safety or national security. The TOD has a current and recurring need for analytical services in support of its mission to identify and locate individuals who have violated U.S. laws.

This support includes the analysis of information obtained from commercial and law enforcement databases as well as publicly accessible, open-source and social media platforms. Successful law enforcement operations require adaptation to changing public safety threats and the ability to continually refine processes and modernize information technologies. Although ICE-ERO continues to make considerable progress in identifying, targeting, and arresting individuals who have violated U.S.

laws, the continued use of proactive and modern enforcement tools remains an essential approach to achieve ICE enforcement goals. Analysis of information sources is needed to enhance ICEโ€™s mission and program efficiency. Previous approaches to targeting individuals for enforcement action which have not incorporated open web sources and social media information, have had limited success.

The individuals targeted for enforcement action purposely employ countermeasures to inhibit ICE-EROs ability to locate them. Job Summary: Mission Lead day-to-day operations delivering lead development, enhancement, and analysis from commercial, law enforcement, and open source/social media sources in support of ICE ERO. Ensure timeliness, accuracy, productivity, and customer satisfaction in accordance with the Project Management Plan (PMP), SOPs, Quality Control Plan (QCP), and the Governmentโ€™s Quality Assurance Surveillance Plan (QASP).Operations Leadership Job Duties: * Serve as the onsite single point of contact to Government site leadership and COR; run daily stand ups and weekly reviews * Manage intake, prioritization, task assignment, and QC checks; enforce SOPs and Definition of Done * Maintain permanent, COR approved staffing/shift coverage; coordinate cross training with NCATC and manage surge/off hours support Quality and Compliance * Own first pass acceptance and rework reduction; execute peer reviews and sampling per QCP * Ensure proper handling of PII/SBU/SSI; preserve audit trails; lead incident reporting per DHS guidance * Propose monthly SOP updates based on metrics and retrospectives Performance Management and Reporting * Track and report site KPIs aligned to QASP (cycle time by priority tier, throughput per analyst, accuracy/validation, backlog health) * Produce weekly statistical roll ups and contribute to the monthly status report; implement corrective actions People Leadership * Recruit/onboard analysts; manage schedules, performance coaching, career development, and backfill/succession * Deliver tradecraft, tool, and compliance training; certify readiness for production Tools and Innovation * Champion safe, compliant use of approved commercial databases and social media exploitation tools * Run time boxed pilots (spikes) and provide ROI evidence to support tool approvals and scaling Stakeholder Engagement * Coordinate with subcontractors and partners; enforce SLAs and flow down requirements * Document meeting minutes and action items within required timelines Minimum Qualifications: * 5+ years in intelligence, law enforcement analysis, or OSINT/social media exploitation * 2+ years leading a production team with daily delivery and quality accountability * Proven success meeting firm performance targets (timeliness, accuracy, throughput) and producing executive ready reports * Familiarity with DHS/ICE environments, personnel fitness processes, and handling of PII/SBU/SSI * Proficiency with commercial data platforms, link analysis and social media exploitation tools; strong MS 365 and dashboarding skills * Excellent communication and stakeholder management; ability to brief government leadership * Bachelorโ€™s degree in intelligence studies, criminal justice, international affairs, data analytics, or related field (or equivalent experience) * Must be able to obtain and maintain a favorable DHS/ICE fitness determination; periodic reinvestigations (every 5 years or as directed) * U.S.
