Fermi America is developing Project Matador — one of the most complex and consequential energy infrastructure programs in the United States. Spanning multi-gigawatt gas turbine generation, BESS, AP1000 nuclear units, an SMR, and approximately 14 million square feet of data center space across West Texas, Project Matador is the power backbone of America's AI future.

The Procurement Manager, EPC Contracts is a high-impact, strategic role responsible for managing all EPC contractor relationships across Project Matador's power generation scope. You will own the full contract lifecycle — from sourcing and RFP execution through award, administration, change management, and closeout — for LSTK and reimbursable EPC engagements covering gas turbine balance-of-plant, civil and structural works, electrical systems, and nuclear construction packages. This role sits at the intersection of procurement strategy, project controls, and contractor performance management.

Key Responsibilities

EPC Contract Strategy & Sourcing

  • Lead development and execution of EPC RFPs from scope development through commercial award
  • Structure competitive bid packages, evaluation criteria, and commercial frameworks for LSTK, EPC, and hybrid reimbursable contracts
  • Manage prequalification, ITT issuance, clarification cycles, BAFO processes, and award recommendations in coordination with the Director of Procurement and legal counsel
  • Maintain and develop the EPC contractor supply base, including qualification of Tier-1 power construction firms

Contract Administration & Compliance

  • Administer active EPC contracts including monitoring contractor compliance with milestone schedules, payment terms, FICA/tax credit provisions, and performance guarantees
  • Coordinate with Oracle Fusion (AP/invoicing), Oracle Primavera P6 (schedule milestones), and Unifier (PO commitments, cash flow curves) to maintain accurate contract status
  • Lead change order evaluation, negotiation, and documentation — ensuring scope changes are commercially defensible and captured in Aconex
  • Manage contractor claims, back-charges, and dispute escalation in coordination with Director of Procurement
  • Enforce contract-embedded FICA overpayment credit provisions and track contractor compliance on Section 45Q and IRA prevailing wage certifications

Contractor Performance & Relationships

  • Serve as the primary commercial point of contact for all EPC contractor relationships on the power generation scope
  • Lead regular contractor performance reviews, KPI tracking, and issue escalation with (VP Operations) and (Director of Procurement)
  • Drive construction schedule alignment between contractor programs and P6 baseline milestones
  • Coordinate Owner-Furnished Equipment (OFE) interface requirements with the Procurement Manager, OFE to ensure contractor receipt, inspection, and installation accountability

Cross-Functional Collaboration

  • Partner with Finance on cash flow forecasting, EPC payment curve validation, and contractor invoice reconciliation
  • Support development of contract terms matrices, contract summaries and procurement training
  • Contribute to development of Procurement department SOPs, playbooks, and category strategies
Requirements:

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, Supply Chain, or Business; advanced degree preferred
  • 8+ years of procurement, contracts, or project controls experience in power generation, heavy industrial, or energy infrastructure construction
  • Direct experience administering LSTK or EPC contracts with TIC values of $100M+
  • Proficiency in Oracle Fusion or equivalent ERP for purchase order, invoice, and contract management
  • Working knowledge of Oracle Primavera P6 schedule structures and WBS hierarchies
  • Strong commercial acumen — able to evaluate burdened labor rate buildup, overhead structures, fee benchmarks, and escalation clauses
  • Experience with prevailing wage, Davis-Bacon, and/or IRA tax credit compliance provisions in construction contracts
  • Demonstrated ability to manage multiple concurrent EPC contractors in a fast-paced, capital-intensive environment

Preferred Qualifications

  • Experience with Texas-based power construction markets and familiarity with ERCOT grid interconnection requirements
  • Nuclear construction contracting experience (DOE, NRC regulatory environment, or AP1000 program preferred)
  • CPP, CPCM, or equivalent professional certification
  • Experience with Aconex document management or equivalent engineering DMS platforms
  • Familiarity with Section 45Q carbon capture, IRA energy tax credits, and/or CHIPS Act compliance frameworks
