Security Clearance Required: Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) access and Special Access Program (SAP)

Duties & Responsibilities:

  • The Program Manager will provide experienced MILCON liaison support to define MILCON requirements; interface with the mission customer and external agencies; manage the design and construction project. Support shall also include contractor support to coordinate, oversee, and provide risk abatement construction management expertise.
  • The Program Manager will coordinate with project managers and end users to develop 1391 Military Construction (MILCON) project requirements for the maintenance and improvement of base facilities and infrastructure.
  • The Program Manager will provide key MILCON communications for NSIC leadership, Distinguished Visitors, and the general NSIC population.
  • The Program Manager will utilize change management best practices to communicate changes such as construction progress, parking, mission location, and other changes affecting the NSIC population.
  • Provide facility management occupancy planning, process & procedures modernization, and change management communications.
  • Provide vendor, NSIC mission, and Base CE project integration to include escorting uncleared project vendors and government representatives to ensure projects can be accomplished with minimal to no NSIC mission interruption.
  • The Program Manager will ensure weekly activity reports and meeting minutes delivered on schedule; risk logs updated regularly; demonstrated strategic alignment in advisory products.
  • Other duties as assigned.

Knowledge, Skills, and Abilities (KSAs):

  • Extensive knowledge of Military Construction (MILCON) processes, project lifecycle management, and Department of Defense (DoD) facility planning requirements.
  • Knowledge of Intelligence Community Directive (ICD) 705 requirements and the unique security considerations associated with SCIF construction, renovation, and occupancy planning.
  • Skill in project planning, scheduling, risk management, and resource coordination using project management methodologies and tools, including Primavera.
  • Ability to coordinate and integrate activities among government stakeholders, contractors, mission partners, and external agencies to ensure successful project execution.
  • Strong communication, briefing, and change management skills with the ability to develop reports, meeting minutes, executive-level presentations, and strategic communications for leadership and affected personnel.
  • Ability to identify project risks, develop mitigation strategies, and manage multiple priorities while maintaining schedule, compliance, and mission requirements.

Minimum Experience and Education:

  • Active Top Secret security clearance with SCI eligibility and the ability to obtain and maintain SAP access.
  • 10 years of progressive experience managing construction, facility modernization, or MILCON projects, preferably supporting ICD 705-compliant facilities or other secure government environments.
  • Experience coordinating Military Construction (MILCON) projects within Department of Defense (DoD), Intelligence Community (IC), or other high-security environments.
  • Expertise in project management software (Primavera).

Required Certifications/Training:

  • Project Management Professional (PMP) certification required
