Job description

This position is in the Office of Finance and Administration (OFA), Office of Financial Operations and Management, Finance and Accounting Division, Financial Activities Branch. About this organization: OFA
This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).Qualifications:NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.
In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as performing accounting related activities such as payroll reconciliation, fees and collections management, work code determinations, disbursements, and/or debt/loan collection; and leading a team or project by directing work, providing technical guidance, and mentoring staff.
You will need the following competencies in order to perform the duties of this position successfully:

*You will be evaluated on these critical competencies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
*If you have part-time work experience, read this: Part-Time Experience.Education:You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in accounting and/or auditing; or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing (the 24 hours may include up to 6 hours of credit in business law);
OR
combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge; your background must also include one of the following:
1) 24 semester hours in accounting or auditing courses (this can include up to 6 hours of business law);
2) certificate as Certified Public Accountant or Certified Internal Auditor; or
3) completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours), provided that:
  • (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field (e.g., valuation engineering or financial institution examining);
  • (b) a panel of at least 2 higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and
  • (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
